1. தோல் உற்பத்தி துறை மாநாடு
- தமிழக அரசின் தொழில்துறை சார்பில் காலணிகள் தோல் பொருள்கள் உற்பத்தி தொடர்பான மாநாடு சென்னையில் நடைபெற்றது.
- இந்த மாநாட்டில் முதல்வர் மு.க.ஸ்டாலின் முன்னிலையில் 5 புரிந்துணர்வு ஒப்பந்தங்கள் மேற்கொள்ளப்பட்டன.
- தொழில் நிறுவனங்கள் தொடங்குவதை எளிதாக்கும் மாநிலங்களின் பட்டியலில் மூன்றாவது இடத்திற்கு தமிழ்நாடு முன்னேறி வந்திருக்கிறது.
- ராணிப்பேட்டை மாவட்டம் பளப்பாக்கத்தில் ரூபாய் 400 கோடியில் 250 ஏக்கர் பரப்பில் காலணி உற்பத்தி பூங்கா அமைக்கும் பணிகள் நடைபெற்று வருகின்றன.
- காலனி மற்றும் தோல் உற்பத்தி தொடர்பான ஐந்து நிறுவனங்களுடன் தமிழக அரசு புரிந்துணர்வு ஒப்பந்தங்களையும் மேற்கொண்டது.
- இந்த ஒப்பந்தங்களின் மூலமாக ரூபாய் 2250 கோடி ஈர்க்கப்படும் 37,450 பேருக்கு வேலைவாய்ப்பு கிடைக்கும் என்றும் தெரிவிக்கப்பட்டுள்ளது.
- கோத்தாரி பீனிக்ஸ் அக்காட் நிறுவனம் காலனி உற்பத்தியில் செய்ய உள்ள ரூபாய் 1200 கோடி முதலீட்டால் 20000 பேருக்கு வேலை கிடைக்கும்.
- ஆயத்த நிலை மாதிரி சூழமைப்பு பிரிவு அதே நிறுவனம் செய்ய உள்ள ரூபாய் 500 கோடி முதலீட்டால் 5000 பேருக்கு வேலை கிடைக்கும்.
- கோதாரியின் எஸ்இஎம்எஸ் குழுமம் தோல் அல்லாத காலணி உற்பத்தி துறையில் செய்ய உள்ள ரூபாய் 300 கோடி முதலீட்டால் 10000 பேருக்கு வேலைவாய்ப்பு கிடைக்கும்.
- வேகன் குழுமமானது தோல் அணிகலன் மற்றும் பரிசு அணிகலன்களின் உபகரண உற்பத்தியில் ஈடுபட உள்ளது.
- இதற்காக செய்ய உள்ள ரூபாய் 150 கோடி முதலீட்டால் 1200 பேருக்கு வேலை கிடைக்கும்.
- வாக்கரு நிறுவனம் தோல் அல்லாத காலணி உற்பத்தி துறையில் ரூபாய் 100 கோடி செய்ய உள்ள முதலீட்டால் 1250 பேருக்கு வேலை கிடைக்கும்.
2. மூன்றாம் பாலினத்தவர்கள்
- மூன்றாம் பாலினத்தவர்களை இனி மருவிய அல்லது மாறிய பாலினத்தவர் அல்லது திருநங்கை, திருநம்பி என்று அழைக்க வேண்டும் என்ற அறிவிப்பாணையை ஹைகோர்ட்டில் தமிழ்நாடு அரசு தாக்கல் செய்துள்ளது.
மத்திய செய்திகள்
1. பினாமி சட்டத்தில் சிறை தண்டனை செல்லாது
- பினாமி பரிவர்த்தனையில் ஈடுபடுபவர்களுக்கு மூன்று ஆண்டுகள் வரை சிறை தண்டனை அல்லது அபராதம் அல்லது இரண்டும் சேர்த்து விதிக்கும் பிரிவு 3 (2) செல்லாது.
- அந்த பிரிவு அரசியல் சாசனத்துக்கு எதிரானது என்று உச்ச நீதிமன்றம் தீர்ப்பளித்தது.
- பினாமி பரிவர்த்தனை தடைச் சட்டம் 1988 மத்திய அரசு கடந்த 2016 ஆம் ஆண்டு திருத்தம் ஒன்றைக் கொண்டு வந்தது.
- அந்த திருத்தச் சட்டம் நாடாளுமன்றத்திலும் நிறைவேற்றப்பட்டு 2016 ஆம் ஆண்டு நவம்பர் ஒன்றாம் தேதி முதல் அமலுக்கு வந்தது.
- அதன்படி பினாமி பரிவர்த்தனையில் ஈடுபடுபவர்களுக்கு மூன்று ஆண்டுகள் வரை சிறை தண்டனை அல்லது அபராதம் அல்லது இரண்டும் சேர்த்து விதிக்க வழிவகை செய்யப்படுகிறது.
- இதனை எதிர்த்து கொல்கத்தா உயர்நீதிமன்றத்தில் வழக்கு தொடரப்பட்டது.
- வழக்கை விசாரித்த கொல்கத்தா உயர்நீதிமன்றம் பினாமி பரிவர்த்தனை தடைச் சட்டத்தில் மேற்கொள்ளப்பட்ட திருத்த சட்ட நடைமுறைகள் 2016 ஆம் ஆண்டு நவம்பர் ஒன்றாம் தேதிக்கு முன் தேதியிட்டு செயல்படுத்த முடியாது.
- எதிர்கால நடவடிக்கைகளுக்கு மட்டுமே அது பொருந்தும் என்று தீர்ப்பளித்தது இந்த தீர்ப்பை எதிர்த்து மத்திய அரசு சார்பில் உச்ச நீதிமன்றத்தில் முறையீடு செய்யப்பட்டது.
- மனுவை விசாரித்த நீதிபதிகள் ‘பினாமி பரிவர்த்தனை தடைச் சட்டம் 1988 3 (2) என்ற பிரிவு அரசியல் சாசனத்திற்கு எதிரானது அது செல்லத்தக்கது அல்ல’ என்று தீர்ப்பு அளித்தனர்.
2. இரண்டு ட்ரில்லியன் டாலர் ஏற்றுமதி இலக்கு
- 2018 ஆம் ஆண்டுக்குள் 2 ட்ரில்லியன் டாலர் சுமார் ₹ 1.56 லட்சம் கோடி ஏற்றுமதி இலக்கை அடைய மத்திய வர்த்தக துறையை மேம்படுத்தி மாற்றி அமைக்க இருப்பதாக மத்திய வர்த்தகம், தொழில், ஜவுளித்துறை அமைச்சர் பியூஸ் கோயல் தெரிவித்தார்.
- இதற்கு தனியார் ஆலோசனை முகமையிடமிருந்து பெறப்பட்ட ‘எதிர்காலம் தயார்’ என்கிற அறிக்கையை மத்திய வர்த்தகம் தொழில்துறை அமைச்சர் பியூஸ் கோயல் வெளியிட்டார்.
- கடந்த ஆண்டு இந்தியாவின் ஏற்றுமதி 6.75 பில்லியன் டாலர் சுமார் ரூபாய் 52.65 லட்சம் கோடி இதை வரும் 2030 ஆம் ஆண்டுக்குள் இரண்டு ட்ரில்லியன் டாலராக சுமார் ரூபாய் 1.56 லட்சம் கோடி உயர்த்த இலக்கு நிர்ணயிக்கப்பட்டுள்ளது.
- பிசிஜி கன்சல்டேஷன் என்கிற தனியார் ஆலோசனை முகமைகளிடமிருந்து ‘எதிர்காலம் தயார்’ என்கிற அறிக்கை பெறப்பட்டுள்ளது.
3. விஎல் – எஸ்ஆர்எஸ்ஏஎம் ஏவுகணை
- தரையிலிருந்து செங்குத்தாக மேல் எழும்பி வானில் உள்ள இலக்குகளை தாக்கி அளிக்கும் விஎல் – எஸ்ஆர்எஸ்ஏஎம் ஏவுகணையை டிஆர்டிஓ வெற்றிகரமாக பரிசோதனை செய்துள்ளது.

1. Leather Manufacturing Industry Conference
- On behalf of the Tamil Nadu Government industry, a conference was held in Chennai on the production of shoes and leather goods.
- In this conference, 5 MoUs were signed in the presence of Chief Minister M.K.Stalin.
- Tamil Nadu has moved up to the third position in the list of states that make it easy to start businesses.
- Construction of a shoe manufacturing park in 250 acres at Palapakkam in Ranipet district at a cost of Rs 400 crores is in progress.
- Government of Tamil Nadu also entered into MoUs with five companies related to colony and leather production.
- It is also reported that 37,450 people will get employment through these contracts which will attract Rs 2250 crore.
- Kothari Phoenix Accad Company will provide employment to 20000 people by investing Rs 1200 crore in the colony production.
- Ready Stage Model Environment Division to be made by the same company with an investment of Rs 500 Crores will provide employment to 5000 people.
- Kothari’s SEMS Group plans to invest Rs 300 crore in non-leather footwear sector to create employment for 10,000 people.
- The Wagon Group is engaged in the manufacture of accessories for leather goods and giftware.
- An investment of Rs 150 crores will be made for this purpose and 1200 people will be employed.
- Walkaru company plans to invest Rs 100 crore in non-leather footwear industry, creating employment for 1250 people.
2. Persons of the third sex
- The Tamil Nadu government has filed a notification in the High Court that people of third gender should henceforth be called Maruviya or Transgender or Transgender, Thirunambi.
Central News
1. Imprisonment is void under Benami Act
- Section 3 (2) which provides for imprisonment for a term which may extend to three years or with fine or with both, is void for those involved in benami transactions.
- The Supreme Court ruled that the section was unconstitutional.
- Benami Transactions Prohibition Act 1988 Central Government brought an amendment in 2016.
- The Amendment Act was also passed in the Parliament and came into force from November 1, 2016.
- According to it, those involved in benami transactions are subject to imprisonment up to three years or fine or both.
- A case was filed against this in the Calcutta High Court.
- The Calcutta High Court heard the case and held that the amendment procedures carried out in the Benami Transactions Prohibition Act cannot be implemented before November 1, 2016.
- It ruled that it would apply only to future proceedings and an appeal was filed in the Supreme Court on behalf of the Central Government against this judgment.
- The judges who heard the petition ruled that Section 3 (2) of the Prohibition of Benami Transactions Act 1988 is unconstitutional and is not valid.
2. Two trillion dollar export target
- Union Commerce, Industry and Textiles Minister Piyush Goyal has said that the Union Commerce Department will be upgraded and revamped to achieve the export target of ₹ 1.56 lakh crore of ₹ 2 trillion by 2018.
- Union Commerce and Industry Minister Piyush Goyal released a report titled ‘Future Ready’ obtained from a private consulting agency.
- Last year India’s export was 6.75 billion dollars which is about 52.65 lakh crore rupees and by 2030 the target has been set to increase it to two trillion dollars which is about 1.56 lakh crore rupees.
- A ‘Future Ready’ report has been received from PCG Consultation, a private consulting agency.
3. VL – SRSAM Missile
- DRDO has successfully test-fired the VL-SRSAM missile which can launch vertically from the ground and attack targets in the air.
