மாநில செய்திகள்

1. பள்ளிகளில் காலை உணவு திட்டம்

• அரசு தொடக்கப் பள்ளிகளில் ஒன்று முதல் ஐந்தாம் வகுப்பு வரை பயிலும் மாணவ மாணவிகளுக்கு காலை உணவு வழங்கும் திட்டத்தை தமிழக அரசு அறிவித்துள்ளது.
• முதல் கட்டமாக மாநகராட்சி, நகராட்சி மற்றும் கிராமங்களில் உள்ள 1545 பள்ளிகளில் இத்திட்டம் செயல்படுத்தப்படுகிறது.
• முன்னாள் முதல்வர் அண்ணா பிறந்த நாளான செப்டம்பர் 15 இத்திட்டத்தை முதல்வர் மதுரையில் தொடங்கி வைக்கிறார்.

2. பழங்குடியினர் பட்டியலில் நரிக்குறவர் சமூகம்

• தமிழகத்தில் நரிக்குறவர்கள், குருவிக்காரர்கள் சமூகங்களை பழங்குடியினர் எஸ்.டி பட்டியலில் சேர்க்கும் அரசியலமைப்புச் சட்டத் திருத்தம் மசோதாவுக்கு மத்திய அமைச்சரவை ஒப்புதல் அளித்தது.
• இதே போல் கர்நாடகம், இமாச்சலப் பிரதேசம், உத்தரகாண்ட், உத்தர பிரதேசம் ஆகிய நான்கு மாநிலங்களில் உள்ள பல்வேறு சமூகத்தினரை பழங்குடியினர் பட்டியலில் சேர்க்கவும் அனுமதி அளிக்கப்பட்டது.
• அதன்படி
• இமாச்சல பிரதேசத்தில் உள்ள ஹாட்டி சமூகத்தினர்,
• சத்தீஸ்கரில் உள்ள பின்ஜியா சமூகத்தினர்,
• கர்நாடகத்தில் பெட்டா குருபா என்று அழைக்கப்படும் ‘காடு குருபா’ சமூகத்தினரையும் பழங்குடியினர்

      பட்டியலில் சேர்ப்பதற்கான அரசியல் அமைப்புச் சட்டத் திருத்த மசோதாவுக்கு   

               அமைச்சரவை ஒப்புதல் அளித்தது.

• நரிக்குறவர்கள், குருவிக்காரர்களை பழங்குடியினர் பட்டியலில் சேர்க்க வேண்டும் என்று 1965 ஆம் ஆண்டு முதல் தமிழக அரசு கோரிக்கை விடுத்து வந்தது.

3. சிற்பி திட்டம்

• காவல்துறை சார்பில் பள்ளி மாணவர்களை நல்வழிப்படுத்தும் சிற்பி திட்டத் தொடக்க விழா சென்னையில் நடைபெற்றது.
• சிற்பி திட்டத்தின் சிறப்பு அம்சங்கள்:
• பள்ளி குழந்தைகளை நல்வழியில் செல்ல வகை செய்யும் சிற்பி திட்டத்தில் பங்கேற்கும் மாணவர்களுக்கு தனி சீருடை வழங்கப்பட உள்ளது.
• சென்னை பெருநகர காவல் துறையின் சார்பில் பள்ளி மாணவர்களுக்கென பிரத்தியேகமாக சிற்பி திட்டம் வடிவமைக்கப்பட்டுள்ளது.
• இந்த திட்டமானது ரூபாய் 4.25 கோடி மதிப்பில் செயல்படுத்த முடிவு செய்யப்பட்டுள்ளது.
• சென்னையில் 100 பள்ளிகளில் இருந்து தலா 50 மாணவ மாணவிகள் தேர்வு செய்யப்பட்டு அவர்களுக்கு நல்லொழுக்கம் குறித்த பயிற்சிகள் அளிக்கப்பட உள்ளன.
• இந்த பயிற்சி வகுப்புகள் ஒவ்வொரு புதன்கிழமையும் மாணவர்களுக்கு அளிக்கப்படும் காவல்துறை அதிகாரிகளும் துறை சார் நிபுணத்துவம் பெற்றவர்களும் பயிற்சி வகுப்புகளை நடத்துவர்.
• இதற்கென பிரத்தியேகமாக புத்தகம் வழங்கப்படும்.
• சத்தான உணவு:
• சிற்பி திட்டத்தின் கீழ் ஆண்டுக்கு 5000 மாணவர்களுக்கு பயிற்சி அளிக்கப்படும்.
• அதில் மாணவர்கள் எண்ணிக்கை 2764, மாணவிகள் 2236, மொத்தம் 5000 பேர் இந்த திட்டத்தின் நோக்கமாக சில பண்பு நலன்கள் வடித்தெடுக்கப்பட்டுள்ளன.
• வகுப்புவாதம், போதைப்பழக்கம் மற்றும் மதுப்பழக்கத்திற்கு எதிராக மாணவர்களை உருவாக்குதல் ஆகியன திட்டத்தின் நோக்கங்கள் ஆகும்.
• பாட வேலையின் போது முளைகட்டிய பயிர் வகைகள், இனிப்பு கொழுக்கட்டை, பழங்கள் ஆகியன சிற்றுண்டிகளாக வழங்கப்படும்.
• போக்குவரத்து விதிகள், குழந்தைகளுக்கான பாதுகாப்பு வழிமுறைகள், பேரிடர் காலம் முன்னெச்சரிக்கை குறித்தும் வழங்கப்படும்.
• மேலும் மாணவ மாணவிகள் சென்னையில் புகழ்பெற்ற எட்டு இடங்களுக்கு சுற்றுலாவாக அழைத்துச் செல்லப்படுவர்.

4. வக்ஃபு வாரியம்

• தமிழ்நாடு வக்ஃபு வாரியம் 1958 ஆம் ஆண்டில் அமைக்கப்பட்டது.
• ஐந்து ஆண்டுகளுக்கு ஒருமுறை வாரியம் திருத்தியமைக்கப்படுவது வழக்கம்.
• தற்போது 11 உறுப்பினர்களைக் கொண்டு வாரியம் செயல்படுகிறது.
• வக்ஃபு வாரிய சொத்துக்கள் ஆக்கிரமிக்கப்படுவதை தடுக்கவும், ஆக்கிரமிப்புக்கு உள்ளானவற்றை மீட்கவும் பல்வேறு நடவடிக்கைகளை அந்த வாரியம் மேற்கொண்டு வருகிறது.
• தங்களது சொத்துக்களை முறைகேடாக யாரும் விற்பனை செய்யக்கூடாது என்பதற்காகவும் பிரத்தியேக கவனம் செலுத்தி வருகிறது வக்ஃபு வாரியம்.

மத்திய செய்திகள்

1. சாங்காய் ஒத்துழைப்பு மாநாடு

• உஸ்பெகிஸ்தானின் சாமர்ட்கண்ட் நகரில் இரு நாட்கள் ஷாங்காய் ஒத்துழைப்பு அமைப்பின் 22–வது மாநாடு நடைபெற உள்ளது.
• இதில் புதின் மோடி உள்ளிட்ட உறுப்பு நாடுகளின் தலைவர்களும், மாநாட்டின் பார்வையாளர்களாக ஆப்கானிஸ்தான், பெலாரஸ், மங்கோலியா நாடுகளின் தலைவர்களும் மற்றும் கம்போடியா, நேபாளம், இலங்கை, துருக்கி, ஆர்மீனியா, அஜர்பைஜான் ஆகிய நாடுகளின் தலைவர்களும் பங்கேற்க உள்ளன.
• வரும் டிசம்பரில் ஐநா பாதுகாப்பு கவுன்சிலுக்கு இந்தியா தலைமை வகிக்க உள்ளது.
• மேலும் 2023 ஆம் ஆண்டு சாங்காய் ஒத்துழைப்பு அமைப்புக்கு மட்டும் இன்றி ஜி-20 நாடுகள் அமைப்புக்கும் இந்தியா தலைமை பொறுப்பை வகிக்க உள்ளது.

2. மீண்டும் அட்டர்னி ஜெனரல் ஆகிறார்  முகுல் ரோத்தகி

• மூத்த வழக்குரைஞர் முகுல் ரோத்தகி அட்டர்னி ஜெனரலாக (அரசு தலைமை வழக்குரைஞர்) அக்டோபர் ஒன்றாம் தேதி முதல் இரண்டாவது முறையாக நியமிக்கப்பட உள்ளதாக தகவல்கள் வெளியாகி உள்ளன.
• அட்டர்னி ஜெனரல் பதவிக்காலம் 3 ஆண்டுகளைக் கொண்டது.
• முகில் ரோத்தகி பாஜக தலைமையிலான மத்திய அரசின் அட்டர்னி ஜெனரலாக 2014 ஜூன் மாதம் முதல் 2017 ஆம் ஆண்டு ஜூன் மாதம் வரை பதவி வகித்தார்.
• அவருக்குப் பிறகு மூத்த வழக்குரைஞர் கே.கே.வேணுகோபால் 2017 ஆம் ஆண்டு ஜூலை மாதம் அட்டர்னி ஜெனரல் அளவு நியமிக்கப்பட்டார்.
• 2020ல் இவருடைய பதவிக்காலம் முடிவடைந்ததும் தனது வயது மூப்பை கருத்தில் கொண்டு தன்னை அட்டர்னி ஜெனரல் பொறுப்பில் இருந்து விடுவிக்குமாறு மத்திய அரசு அவர் கேட்டுக் கொண்டார்.
• ஆனால் பல முக்கிய வழக்குகளை கையாண்டு வருவதால் அந்த பொறுப்பில் தொடர வேண்டும் என்ற மத்திய அரசு கேட்டுக் கொண்டதன் அடிப்படையில் ஓராண்டுக்கு அட்டர்னி ஜெனரல் பதவிகள் தொடர கே.கே.வேணுகோபால் ஒப்புக்கொண்டு அந்த பொறுப்பை வகுத்து வருகிறார்.
• இவருடைய பதவிக்காலம் வரும் 30ம் தேதியுடன் முடிவடைய உள்ள நிலையில் மூத்த வழக்குரைஞர் முகுல் 25 அக்டோபர் ஒன்றாம் தேதி முதல் மீண்டும் அட்டர்னி ஜெனரலாக நியமிக்கப்பட உள்ளதாக மத்திய அரசு வட்டாரங்கள் தெரிவித்தனர்.

3. பிசிசிஐ நிர்வாகிகள் தொடர்ச்சியாக 12 ஆண்டுகள் பதவி வகிக்க அனுமதி

• இந்திய கிரிக்கெட் வாரியத்தில் பிசிசிஐ திருத்தப்பட்ட புதிய விதிமுறைக்கு உச்ச நீதிமன்றம் ஒப்புதல் அளித்தது.
• மாநிலம் மற்றும் தேசிய கிரிக்கெட் வாரியங்களில் தொடர்ச்சியாக 12 ஆண்டுகள் பணிபுரிய புதிய விதிமுறை வழி வகுக்கிறது.
• இதையடுத்து இந்திய கிரிக்கெட் வாரியத்தின் தற்போதைய தலைவர் சௌரவ் கங்குலி மற்றும் செயலர் ஜெய் ஷா ஆகியோர் 7 ஆண்டுகள் கட்டாய இடைவெளி இன்றி பதவியை தொடர வழி ஏற்பட்டுள்ளது.
• கிரிக்கெட் வாரிய நிர்வாகிகள் பதவிக்காலம் தொடர்பாக நீதிபதி ஆர்.எம்.லோதா தலைமையிலான கமிட்டி அளித்த பரிந்துரையின் அடிப்படையில் பிசிசிஐ விதிமுறைகள் மாற்றம் செய்யப்பட்டன.
• கிரிக்கெட் வாரிய நிர்வாகிகள் குறிப்பிட்ட பதவியில் மாநில கிரிக்கெட் வாரியத்தில் ஆறு ஆண்டுகள், தேசிய கிரிக்கெட் வாரியத்தில் ஆறு ஆண்டுகள் என இரண்டு வாரியங்களும் சேர்ந்து தொடர்ச்சியாக 12 ஆண்டுகள் பணிபுரியலாம்.
• அதன் பிறகு மூன்று ஆண்டுகள் கட்டாய இடைவெளியின் அடிப்படையில் அவர்களுக்கு ஓய்வு அளிக்கப்படலாம்.
• விரும்பத்தகாத  ஏகபோக நடவடிக்கைகளை அனுமதிக்க கூடாது என்பதே இந்த மூன்று ஆண்டுகள் கட்டாய இடைவெளியின் நோக்கம் என்று நீதிபதிகள் தெரிவித்தனர்.

State news

1. Breakfast program in schools

• The Government of Tamil Nadu has announced a scheme to provide breakfast to the students of class one to five in government primary schools.
• In the first phase, the scheme is being implemented in 1545 schools in the Corporation, Municipality and Villages.
• The Chief Minister will inaugurate the scheme in Madurai on September 15, the birthday of former Chief Minister Anna.

2. Fox community in Schedule of Tribes

• The Union Cabinet has approved the Constitution Amendment Bill to include the Narikuvars and Sparrowhawk communities in Tamil Nadu’s Schedule of Tribal STs.
• Similarly permission was given to include various communities in four states namely Karnataka, Himachal Pradesh, Uttarakhand and Uttar Pradesh in the tribal list.
• Accordingly
• Hatti community in Himachal Pradesh,
• Binjia community in Chhattisgarh,
• Tribes also include ‘Kadu Kuruba’ community known as Peta Kuruba in Karnataka

              For the Constitution Amendment Bill for inclusion in the list

              Cabinet approved.

• Since 1965, the Tamil Nadu government has been demanding that foxes and sparrows should be included in the tribal list.

3. Sculptor plan

• Inaugural ceremony of Sculptor project to guide school students was held in Chennai on behalf of police.
• Special Features of Sculptor Project:
• The students participating in Chilipi program to guide the school children will be given special uniform.
• A Sculpting Project has been designed exclusively for school students by the Chennai Metropolitan Police Department.
• It has been decided to implement this project at a cost of Rs.4.25 crores.
• From 100 schools in Chennai, 50 students each will be selected and they will be given training on virtue.
• These training courses are given to the students every Wednesday and the training courses are conducted by police officers and experts in the field.
• A book will be provided exclusively for this purpose.
• Nutritious food:
• 5000 students will be trained annually under CHILPI scheme.
• Out of which the number of students is 2764, girls are 2236, a total of 5000 people have been extracted some characteristic interests as the objective of this project.
• Objectives of the program are to make students against communalism, drug addiction and alcohol abuse.
• Sprouted crops, sweet pudding and fruits are provided as refreshments during class work.
• Traffic rules, safety measures for children, disaster preparedness will also be given.
• Students will also be taken on a tour to eight famous places in Chennai.

4. Wakfu Board

• Tamil Nadu Waqf Board was established in 1958.
• The board is usually reformed every five years.
• At present the Board is functioning with 11 members.
• The Waqf Board is taking various measures to prevent encroachment of properties and to recover encroached properties.
• The Waqf Board is also paying special attention to ensure that no one sells their property illegally.

Central News

1. Shanghai Cooperation Conference

• The 22nd Conference of Shanghai Cooperation Organization is going to be held for two days in Samarkand, Uzbekistan.
• The leaders of the member states including Putin Modi, the leaders of Afghanistan, Belarus, Mongolia and the leaders of Cambodia, Nepal, Sri Lanka, Turkey, Armenia and Azerbaijan will participate as observers of the conference.
• India will chair the UN Security Council in December.
• Also in 2023, India is going to take the leadership role not only in the Shanghai Cooperation Organization but also in the G-20 countries.

2. Mukul Rothaki becomes Attorney General again

• There are reports that senior advocate Mukul Rothaki will be appointed as Attorney General (Chief Public Prosecutor) for the second term from October 1.
• The term of office of the Attorney General is 3 years.
• Mugil Rothaki served as the Attorney General of the BJP-led central government from June 2014 to June 2017.
• He was succeeded by Senior Advocate KK Venugopal as Attorney General in July 2017.
• He requested the central government to relieve him from the post of Attorney General after his tenure ends in 2020 considering his age.
• But KK Venugopal has agreed to continue as Attorney General for one year based on the central government’s request that he should continue in that role as he is handling many important cases and is devising that responsibility.
• Sources in the central government said that senior advocate Mukul will be re-appointed as Attorney General from October 1st, 25th, as his tenure will end on the 30th.

3. Allow BCCI executives to hold office for 12 consecutive years

• Supreme Court approves BCCI’s revised new rule in Indian Cricket Board.
• The new rule makes way for 12 consecutive years of service in State and National Cricket Boards.
• Subsequently, the current president of the Indian Cricket Board Sourav Ganguly and secretary Jai Shah have been allowed to continue their post without a mandatory gap of 7 years.
• The BCCI rules were changed based on the recommendation of the committee headed by Justice RM Lodha regarding the tenure of cricket board administrators.
• Cricket Board Executives can serve for a period of 12 consecutive years in a specified capacity with State Cricket Board for six years and National Cricket Board for six years.
• After that they may be retired on a mandatory interval of three years.
• The judges said that the purpose of this mandatory interval of three years is to prevent undesirable monopolistic activities.
