1. தேர்தல் நிதிப் பத்திரங்கள்
- பதிவு செய்யப்பட்ட அரசியல் கட்சிகளுக்கு நன்கொடை அளிப்பதற்கான தேர்தல் நிதிப் பத்திரங்கள் கடந்த 2018-இல் அறிமுகப்படுத்தப்பட்ட நிலையில், இதுவரை ரூ.10,246 கோடி மதிப்பிலான பத்திரங்கள் விற்பனையாகியுள்ளதாக ஆர்டிஐ தகவலில் பாரதஸ்டேட் வங்கி (எஸ்பிஐ) தெரிவித்துள்ளது.
- அரசியல் கட்சிகள் நன்கொடை பெறுவதை முறைப்படுத்தும் நோக்கில் தேர்தல் நிதிப் பத்திரங்கள் நடைமுறையை பாஜக தலைமையிலான மத்திய அரசு கடந்த 2018, மார்ச்சில் அறிமுகப்படுத்தியது.
- அதன்படி, ஜனவரி, ஏப்ரல், ஜூலை, அக்டோபர் ஆகிய மாதங்களின் முதல் 10 நாள்களுக்கு எஸ்பிஐ-யின் 29 கிளைகளில் தேர்தல் நிதிப் பத்திரங்கள் விற்பனை செய்யப்படுகின்றன.
- ரூ.1,000, ரூ.10,000, ரூ.1 லட்சம்,ரூ.10 லட்சம், ரூ.1 கோடி மதிப்பில் இவை விற்பனை செய்யப்படுகின்றன. இந்திய குடிமக்கள் மற்றும் அங்கீகரிக்கப்பட்ட அமைப்புகள் இவற்றை வாங்கி, கட்சிகளுக்கு நன்கொடையாக செலுத்தலாம்.
- வாங்கப்பட்ட நாளில் இருந்து 15 நாள்களுக்கு தேர்தல் நிதிப்பத்திரங்கள் செல்லுபடியாகும். அந்த அவகாசத்துக்குப் பிறகு நிதிப் பத்திரங்கள் தாக்கல் செய்யப்பட்டால், சம்பந்தப்பட்ட அரசியல் கட்சியால் நிதியைப் பெற முடியாது.
- இந்நிலையில், கடந்த 2018 முதல் இதுவரை ரூ.10,246 கோடி மதிப்பிலான பத்திரங்கள் விற்பனையாகியுள்ளதாக தகவல் அறியும் உரிமை (ஆர்டிஐ) சட்டத்தின்கீழ் எழுப்பப்பட்ட கேள்விக்கு எஸ்பிஐ பதிலளித்துள்ளது.
- விற்பனையான மொத்தப் பத்திரங்களில் 93.5சதவீதம் ரூ.1கோடி மதிப்பிலானவை ஆகும். ரூ.1லட்சம்,ரூ.10,000,ரூ.1,000 மதிப்பில் விற்பனையான பத்திரங்கள் வெறும் 0.25 சதவீதமே என்று தெரிவிக்கப்பட்டுள்ளது.
- தேர்தல் நிதிப்பத்திரங்கள் வாயிலாக நன்கொடை அளிப்பவரின் விவரங்கள், சம்பந்தப்பட்ட கட்சிகளுக்குத் தெரியவராது.
- இந்த நடைமுறையில் வெளிப்படைத்தன்மை இல்லை என்று தன்னார்வ அமைப்புகளும் எதிர்க்கட்சிகளும் குற்றம்சாட்டி வருவது குறிப்பிடத்தக்கது.
நியமனம்
1. பிற்படுத்தப்பட்டோர் ஆணைய தலைவராக நீதிபதி வீ.பாரதிதாசன் நியமனம்
- பிற்படுத்தப்பட்டோர் நல ஆணையத்தின் தலைவராக ஓய்வு பெற்ற நீதிபதி வீ.பாரதிதாசன் நியமிக்கப்பட்டார்.
- தமிழ்நாடு பிற்படுத்தப்பட்டோர் ஆணையம் ஓய்வு பெற்ற உயர்நீதிமன்ற நீதிபதி தலைமையில் செயல்பட்டு வருகிறது.
- இதன் தலைவராக ஓய்வு பெற்ற நீதிபதி எம்.தணிகாசலம் மற்றும் உறுப்பினர்கள் இருந்தனர். அவர்கள் தங்களது பதவி விலகல் கடிதங்களை அரசுக்குச் சமர்ப்பித்தனர்.
2. மேற்கு வங்க ஆளுநராக சி.வி. ஆனந்த போஸ் நியமனம்
- மேற்கு வங்க ஆளுநராக இருந்த ஜகதீப் தன்கர் குடியரசு துணைத் தலைவராக கடந்த ஜூலை மாதத்தில் பதவியேற்றதைத் தொடர்ந்து மணிப்பூர் மாநில ஆளுநர் இல.கணேசன் மேற்கு வங்க ஆளுநர் பொறுப்பை கூடுதலாக கவனித்து வந்தார்.
- இந்நிலையில், குடியரசுத் தலைவர் மாளிகை வெளியிட்ட அறிவிப்பில், ‘சி.வி. ஆனந்த போஸை மேற்கு வங்க ஆளுநராக குடியரசுத் தலைவர் நியமனம் செய்துள்ளார்’ என தெரிவிக்கப்பட்டுள்ளது.
- 1977 கேரள பிரிவு ஐஏஎஸ் அதிகாரியான சி.வி. ஆனந்த போஸ், 2011-இல் தேசிய அருங்காட்சியகத்தின் நிர்வாக தலைவராக இருந்தார். கேரள அரசிலும், மத்திய அரசிலும் பல்வேறு துறைகளில் சி.வி.ஆனந்த் போஸ் பணியாற்றி உள்ளார். கொல்லம் மாவட்ட ஆட்சியராகவும், கேரள முதல்வரின் செயலராகவும், மத்திய வேளாண் அமைச்சகத்தின் கூடுதல் செயலராகவும் அவர் பதவி வகித்துள்ளார்.
3. மெட்டா இந்தியாவின் புதிய தலைவராக சந்தியா தேவநாதன் நியமனம்
- இதற்கு முன் இந்த நிறுவனத்தில் நான்கு ஆண்டுகளாக தலைவராக பதவி வகித்த அஜித் மோகன் அண்மையில் தனது பதவியை ராஜினாமா செய்ததுடன், மெட்டாவுக்கு போட்டி நிறுவனமாக கருதப்படும் ஸ்நாப்பில் பணியில் சேர்ந்தார்.
- இதையடுத்து, அஜித் மோகனுக்கு பதிலாக சந்தியா தேவநாதன் அப்பொறுப்பில் நியமனம் செய்யப்பட்டுள்ளார்.
- வங்கி, பேமண்ட்ஸ் மற்றும் தொழில்நுட்பத்தில் 22 ஆண்டுகால அனுபவம் பெற்றவர் சந்தியா தேவநாதன். இவர், டெல்லி பல்கலைக்கழகத்தில் எம்பிஏ பட்டப்படிப்பை முடித்துவிட்டு கடந்த 2016-ல் மெட்டா நிறுவனத்தில் வேலைக்கு சேர்ந்தார்.

1. நூல்கள் வெளியீட்டு விழா
- அரசு சித்த மருத்துவர் சோ.தில்லைவாணன் எழுதி தினமணியில் வெளியான சித்த மருத்துவக் கட்டுரைகளின் தொகுப்பான ‘சுகம் தரும் சித்த மருத்துவம்’, ‘நோய் நாடி சித்த மருத்துவம் நாடி’ மற்றும் ‘வேர் பாரு தழை பாரு’ ஆகிய நூல்களின் வெளியீட்டு விழா சென்னை, அண்ணாசாலையில் உள்ள தேவ நேயப்பாவணர் மாவட்ட நூலக அரங்கில் நடைபெற்றது.
- இதில் சிறப்பு விருந்தினராகக் கலந்து கொண்ட அமைச்சர் மா.சுப்பிரமணியன் நூல்களை வெளியிட்டு பேசியதாவது: நான் ஓடிய 125 மாரத்தான் ஓட்டங்கள் குறித்து எழுதிய ‘ஓடலாம் வாங்க’ எனும் புத்தகம் ‘கம்லெட் அஸ்ரன்’ ஆங்கில மொழிபெயர்ப்பு நூல் அடுத்த மாதம் வெளியிடப்படவுள்ளது.
- தமிழகத்தில் முதல் முறையாக திண்டுக்கல்லில் 200 ஏக்கரில் அரசு மூலிகை செடிகளை பயிரிடுகிறது. பயிரிடும் முறை குறித்து அப்பகுதி விவசாயிகளுக்கு பயிற்சி அளிக்கப்பட்டுள்ளது.
- ஆளுநர் ஒப்புதல் அளித்தபின் சென்னை, மாதவரம் பால்பண்ணையில் 25 ஏக்கரில் பல்கலைக்கழகம் அமைக்கப்படவுள்ளது.
- அண்மையில் மத்திய ஆயுஷ் அமைச்சர் சர்பானந்தா சோனோவால் தமிழகத்தில் 100 இடங்களில் சித்த மருத்துவமனை அமைக்க ஒப்புதல் அளித்துள்ளார்.

1. Election Finance Bonds
- State Bank of India (SBI) said in an RTI statement that the Electoral Bonds for donations to registered political parties were introduced in 2018 and so far, bonds worth Rs 10,246 crore have been sold.
- In March 2018, the BJP-led central government introduced the Election Fund Bonds procedure to regulate the receipt of donations by political parties.
- Accordingly, election finance bonds are sold in 29 branches of SBI for the first 10 days of January, April, July and October.
- These are sold in Rs.1,000, Rs.10,000, Rs.1 lakh, Rs.10 lakh, Rs.1 crore. Indian citizens and recognized organizations can purchase these and donate them to the parties.
- Electoral Bonds are valid for 15 days from the date of purchase. If the financial documents are filed after that period, the concerned political party will not be able to receive the funds.
- In this case, SBI has responded to a question raised under the Right to Information (RTI) Act that since 2018, bonds worth Rs.10,246 crore have been sold.
- 93.5% of the total securities sold were of Rs.1 crore. It is reported that only 0.25 percent of the bonds sold in Rs 1 lakh, Rs 10,000 and Rs 1,000.
- The details of the donor through election funds will not be known to the concerned parties.
- It is noteworthy that voluntary organizations and opposition parties have been alleging that there is no transparency in this process.

1. Appointment of Justice V. Bharathidasan as Chairman of the Commission for Backward Persons
- Retired Justice V. Bharathidasan was appointed as the Chairman of the Commission for the Welfare of Backward Persons.
