மாநில செய்திகள்

1. சென்னை உயர் நீதிமன்ற பொறுப்பு தலைமை நீதிபதியாக பொறுப்பேற்பு

• சென்னை உயர்நீதிமன்றத்தின் பொறுப்பு தலைமை நீதிபதியாக எம்.துரைசாமி பொறுப்பேற்றுக் கொண்டார்.
• சென்னை உயர்நீதிமன்ற தலைமை நீதிபதியாக பதவி வகித்து வந்த முனீஸ்வரன்நாத் பண்டாரி ஓய்வு பெற்றார்.
• இதைத் தொடர்ந்து உயர்நீதிமன்றத்தின் மூத்த நீதிபதியான எம்.துரைசாமியை பொறுப்பு தலைமை நீதிபதியாக நியமித்து மத்திய அரசு உத்தரவிட்டிருந்தது.
• அதன்படி உயர் நீதிமன்றத்தின் பொறுப்பு தலைமை நீதிபதியாக எம்.துரைசாமி பொறுப்பேற்றுக் கொண்டார்.
• வரும் செப்டம்பர் 21ஆம் தேதி உடன் நீதிபதி எம்.துரைசாமி ஓய்வு பெற உள்ளது குறிப்பிடத்தக்கது.

மத்திய செய்திகள்

1. ககன்யான் திட்டம்

• விண்வெளிக்கு மனிதர்களை அனுப்பும் ககன்யான் திட்டத்தின் ஒரு பகுதியாக முதலாவது சோதனை விண்கலம் நிகழாண்டு விண்வெளிக்கு செலுத்தப்படும் என்றார் மத்திய அமைச்சர் ஜிதேந்திர சிங்.
• வரும் 2024 ககன்யான் விண்கலம் விண்வெளிக்கு செலுத்தப்படும் அடுத்த ஆண்டு விண்வெளிக்கு அனுப்பப்பட உள்ள வியோம் மித்ரா என்ற பெண் உருவம் கொண்ட ரோபோ கண்காணிக்கும் ககன்யான் திட்டத்தை செயல்படுத்துவதற்காக 4 விமானங்களை இந்திய விமானப்படை அடையாளம் கண்டுள்ளது.
• அவர்களுக்கு ரஷ்யாவில் அடிப்படை பயிற்சி அளிக்கப்பட்டது.
• விண்வெளியின் சுற்று வட்ட பாதையில் நிலைநிறுத்தப்படும் சோதனை விண்கலத்தின் செயல்பாடுகளை கருத்தில் கொண்டு 2024 இல் புவியின் சுற்றுவட்ட பாதைக்கு இரண்டு விண்வெளி வீரர்களை நிலவுக்கு சந்திராயன் 3 விண்கலத்தை அடுத்த ஆண்டில் செலுத்த இஸ்ரோ திட்டமிட்டுள்ளது.

2. 86 அரசியல் கட்சிகளின் பதிவு ரத்து :தேர்தல் ஆணையம்

• அங்கீகரிக்கப்படாத மேலும் 86 அரசியல் கட்சிகளின் பதிவை ரத்து செய்து தேர்தல் ஆணையம் உத்தரவிட்டது.
• இதன் மூலம் பதிவை இழந்த கட்சிகளின் எண்ணிக்கை 537 ஆக அதிகரித்துள்ளது.
• தேர்தல் ஜனநாயகத்தின் தூய்மையை காக்கவும் பெரும்பகுதி மக்களின் நலனை கருத்தில் கொண்டு உடனடி சரி செய்தல் நடவடிக்கையின் அடிப்படையில் அங்கீகரிக்கப்படாத 253 கட்சிகளின் பதிவு செயலிழந்ததாக தேர்தல் ஆணையம் அறிவித்துள்ளது.
• தலைமை தேர்தல் ஆணையர் ராஜூகுமார் மற்றும் தேர்தல் ஆணையர் அனுப்சந்திர பாண்டியர் ஆகியோர் மேற்கொண்ட ஆலோசனை கூட்டத்தில் இதற்கான முடிவு எடுக்கப்பட்டுள்ளது.
• தமிழகத்தில் 13 கட்சிகள் தமிழகத்தில் பதிவு செய்யப்பட்ட ஆறு ஆண்டுகள் வரை தேர்தலில் போட்டியிடாத 13 கட்சிகளின் பதிவை ரத்து செய்ய தேர்தல் ஆணையம் நடவடிக்கை எடுத்துள்ளது.
• முகவரி உள்ளிட்ட தலைவர்கள் தகவல்களை சரிபார்க்கும் நடவடிக்கை மேற்கொள்ளப்பட்டபோது குறிப்பிட்ட முகவரியில் அந்த அரசியல் கட்சிகள் செயல்படாதது தெரியவந்ததன் அடிப்படையில் அங்கீகரிக்கப்படாத 86 அரசியல் கட்சிகளின் பதிவு ரத்து செய்யப்பட்டுள்ளது.
• 1968 தேர்தல் சின்ன நடைமுறையின் கீழான பலன்களை இந்த கட்சிகள் இனி பெற முடியாது.

3. தேர்தலில் போட்டியிடுவது அடிப்படை உரிமை இல்லை

• மாநிலங்களவையில் காலியான இடங்களுக்கான தேர்தல் அறிக்கை கடந்த மே மாதம் வெளியிடப்பட்டது.
• அதில் போட்டியிட மனு தாக்கல் செய்த நிலையில் போதிய எண்ணிக்கையிலான முன்மொழிபவர்களும், வழிமொழிபவர்களும் இல்லை எனக் கூறி தனது விண்ணப்பம் நிராகரிக்கப்பட்டதாக தில்லி உயர் நீதிமன்றத்தில் ஒருவர் மனு தாக்கல் செய்தார்.
• மக்கள் பிரதிநிதித்துவ சட்டமும் (1950), தேர்தல் நடத்தை விதிகளும் (1961) குறிப்பிட்ட வேட்பாளரை வாக்காளர்கள் முன்மொழிய வேண்டும் என வலியுறுத்துகின்றன.
• அதன் அடிப்படையில் தேர்தல் விண்ணப்பம் நிராகரிக்கப்படுவதை அடிப்படை உரிமை மீறலாக கோர முடியாது என்றனர்.

4. கரோனா தோற்றத்தை கண்டறிய வலியுறுத்த வேண்டும்

• கரோனா தீநுண்மி உருவான இடத்தை கண்டறிந்து குற்றவாளிகள் தண்டிக்கப்பட உலக நாடுகளை மத்திய அரசு வலியுறுத்த வேண்டும் என்று நாடாளுமன்ற நிலைக்குழு பரிந்துரை செய்துள்ளது.
• நாட்டில் கரோனா தணிப்பு நடவடிக்கைகள் தடுப்பூசி மேம்பாடு மற்றும் விநியோகம் மேலாண்மை ஆகியவை குறித்து ஆய்வு செய்த சுகாதாரத்துக்கான நாடாளுமன்ற நிலை குழு தனது 137 வது அறிக்கையை மாநிலங்களவையில் சமர்ப்பித்தது.
• அதில் பல்வேறு பரிந்துரைகளை செய்துள்ளது.

5. குஜராத்தில் செமி கண்டக்டர் தொழிற்சாலை

• இந்திய தொழில் நிறுவனமான வேதாந்தா மற்றும் தைவானின் மின்னணு பொருள்கள் தயாரிப்பு நிறுவனமான ஃபாக்ஸ்கான் இணைந்து குஜராத்தில் செமி கண்டக்டர் தொழிற்சாலை மற்றும் மின்னணு சாதனங்களுக்கான திரை தயாரிப்பு பிரிவை நிறுவனம் மாநில அரசுடன் புரிந்துணர்வு ஒப்பந்தத்தில் கையொப்பமிட்டன.
• கார் உள்ளிட்ட வாகனங்கள், கைப்பேசிகள் பிற மின்னணு சாதனங்களில் பயன்படுத்தப்படும் செமிகண்டக்டர் சிப்கள் இந்தியாவில் தயாரிக்கப்படுவதில்லை.
• மாறாக, இந்த சிப்க்களுக்காக இறக்குமதியை இந்தியா சார்ந்துள்ளது.
• உலகில் எட்டு சதவீத செமிகண்டக்டர் சிப்க்களை தைவான், சீனா, ஜப்பான் ஆகிய மூன்று நாடுகள் உற்பத்தி செய்கின்றன.
• இத்தகைய முதலீட்டின் மூலம் சிப்க்களை தயாரிக்கும் மையமாக இந்தியா திகழும் என்பதால் செமிகண்டக்டர் சிப்களுக்கு பிற நாடுகளை சார்ந்து இருப்பதற்கான தேவை குறையும் என எதிர்பார்க்கப்படுகிறது.

6. கென்யா அதிபர் ஆனார் வில்லியம் ரூட்டோ

• கென்யாவின் புதிய அதிபராக வில்லியம் ரூட்டோ பொறுப்பேற்றுக் கொண்டார்.
• கடந்த மாதம் நடைபெற்ற தேர்தலில் 50.5% வாக்குகளுடன் அவர் வெற்றி பெற்றதாக அறிவிக்கப்பட்டாலும் அந்த முடிவை எதிர்த்த நீதிமன்றத்தில் எதிர்க்கட்சித் தலைவர் ரய்லா ஒடிங்கா மனு தாக்கல் செய்தார்.
• எனினும் ரய்லாவின் மனுவை நீதிமன்றம் தள்ளுபடி செய்ததை அடுத்து, அதிபராக ரூட்டோ தற்போது பதவியேற்றுள்ளார்.

7. ‘அஸ்டானா’ வாகிறது கஜகஸ்தான் தலைநகர்

• கஜகஸ்தான் தலைநகரின் பெயரை மீண்டும் அஸ்டானாவாக மாற்ற அதிபர் காஸிம் ஜொமார்ட் டோகயேவ் ஒப்புக்கொண்டார்.
• கடந்த 2019 -ஆம் ஆண்டில் அவர் பதவியேற்ற போது அவருக்கு முந்தைய அதிபரான் நூல் சுல்தான் நாஸர் பயேவை கவுரவிக்கும் வகையில் தலைநகருக்கு நூர் சுல்தான் என்று டோகயேவ் பெயர் மாற்றம் செய்திருந்தார்.
• இந்த நிலையில் மூன்று ஆண்டுகளுக்குப் பிறகு அந்த நகர் மீண்டும் அஸ்டானா என்று அழைக்கப்பட உள்ளது.

1. Take charge as the Chief Justice of Madras High Court

• M. Duraisamy took charge as the Chief Justice of Madras High Court.
• Muneeswarannath Bhandari retired as Chief Justice of Madras High Court.
• Following this, the central government had appointed M. Duraisamy, a senior judge of the High Court, as the in-charge Chief Justice.
• Accordingly, M. Duraisamy took charge as the Chief Justice of the High Court.
• It is noted that Justice M. Duraisamy is going to retire on September 21.

Central News

1. Kaganyan Project

• Union Minister Jitendra Singh said the first test spacecraft will be launched this year as part of Gaganyaan project to send humans into space.
• Upcoming 2024 Gaganyaan Space Launch The Indian Air Force has identified 4 aircraft to carry out the Gaganyaan program, which will carry a female robot called Vyom Mitra, which will be launched into space next year.
• They were given basic training in Russia.
• ISRO is planning to send two astronauts to the moon in 2024 with Chandrayaan 3 spacecraft to orbit the Earth in 2024 considering the operations of the experimental spacecraft which will be stationed in orbit of space.

2. Deregistration of 86 Political Parties : Election Commission

• The Election Commission ordered to cancel the registration of 86 more unrecognized political parties.
• With this the number of parties who have lost registration has increased to 537.
• The Election Commission has announced that the registration of 253 unrecognized parties has been canceled on the basis of immediate rectification action in the interests of the majority of the people to maintain the purity of electoral democracy.
• The decision was taken in a consultation meeting held by Chief Election Commissioner Rajukumar and Election Commissioner Anupchandra Pandyar.
• The Election Commission has taken action to cancel the registration of 13 parties in Tamil Nadu which have not contested elections for six years after their registration in Tamil Nadu.
• The registration of 86 unrecognized political parties has been canceled on the basis that it was revealed that those political parties were not functioning at the specified address when the information of the leaders including the address was verified.
• These parties can no longer enjoy the benefits under the 1968 election symbol practice.

3. Contesting elections is not a fundamental right

• The election report for the vacant seats in the Rajya Sabha was published last May.
• A person filed a petition in the Delhi High Court that his application was rejected on the ground that he did not have sufficient number of proponents and movers to contest it.
• The Representation of the People Act (1950) and the Rules of Conduct of Elections (1961) require voters to nominate a specific candidate.
• Based on that, rejection of election application cannot be claimed as violation of fundamental rights.

4. Emphasis should be placed on detecting coronal origin

• The Parliamentary Standing Committee has recommended that the central government should urge the countries of the world to identify the place where the corona virus originated and punish the culprits.
• The Parliamentary Standing Committee on Health submitted its 137th report in the Rajya Sabha, which examined the Corona mitigation measures in the country, vaccine development and supply management.
• It has made various recommendations.

5. Semiconductor factory in Gujarat

• Indian industrial company Vedanta and Taiwan’s electronics major Foxconn have signed a memorandum of understanding with the state government to set up a semiconductor factory and screen manufacturing unit for electronic devices in Gujarat.
• Semiconductor chips used in automobiles, mobile phones and other electronic devices are not manufactured in India.
• Instead, India depends on imports for these chips.
• Three countries namely Taiwan, China and Japan produce eight percent of the world’s semiconductor chips.
• Such investment is expected to reduce dependence on other countries for semiconductor chips as India becomes a chip manufacturing hub.

6. William Ruto became the President of Kenya

• William Ruto takes office as the new President of Kenya.
• Opposition leader Raila Odinga filed a petition in court challenging the result even though he was declared the winner of last month’s election with 50.5% of the vote.
• However, after the court dismissed Raila’s petition, Ruto is now sworn in as President.

7. ‘Astana’ becomes the capital of Kazakhstan

• President Kassym Zomart Togayev agreed to change the name of Kazakhstan’s capital back to Astana.
• When he took office in 2019, Togayev renamed the capital as Nur Sultan in honor of his predecessor Nuul Sultan Nasser Bayev.
• Three years later, the city will be called Astana again.
