1. மதுரை எய்ம்ஸ் தலைவர் நியமனம்

• மதுரை எய்ம்ஸ் மருத்துவக் கல்லூரி மருத்துவமனையின் தலைவராக டாக்டர் நாகராஜன் நியமிக்கப்பட்டுள்ளார்.
• இதற்கான உத்தரவை மத்திய சுகாதாரத்துறை அமைச்சகம் வெளியிட்டுள்ளது.
• தமிழகத்தில் எய்ம்ஸ் மருத்துவக் கல்லூரி அமைக்கப்படும் என்ற அறிவிப்பு கடந்த 2015 ஆம் ஆண்டு பிப்ரவரியில் வெளியானது.
• அதைத்தொடர்ந்து மதுரை தோப்பூரில் அதற்கான இடம் தேர்வு செய்யப்பட்டு கடந்த 2019 ஆம் ஆண்டு பிரதமர் மோடியால் அடிக்கல் நாட்டப்பட்டது.

1. சரக்கு கையாளுகை குறியீடு

• நாட்டின் வளர்ச்சியில் சரக்கு கையாளுகை (லாஜிஸ்டிக்ஸ்) மிகவும் முக்கியமானது.
• தொழிற்சாலைகளுக்கு தேவையான மூலப்பொருட்கள் வேளாண் நிலங்களில் இருந்தும், வனப்பகுதிகளிலிருந்தும் கொண்டு செல்லப்படுகின்றன.
• தொழிற்சாலையில் தயாரிக்கப்பட்ட பொருளானது விற்பனைக்காக சந்தைகளுக்கு எடுத்துச் செல்லப்படுகிறது.

2. ஆர்பிஐ கடன் வசதிகள்: அதிகமாக பயன்படுத்தும் ஆந்திரம், தெலுங்கானா

• மாநிலங்களின் நிதிநிலையை சரி செய்வதற்காக இந்திய ரிசர்வ் வங்கி (ஆர்பிஐ) வழங்கி வரும் குறுகிய கால கடன் வசதிகளை ஆந்திரம், தெலுங்கானா, பஞ்சாப் உள்ளிட்ட மாநிலங்கள் அதிகமாக பயன்படுத்தி வருவதாக அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.
• நிதிநிலைமை சரியில்லாத மாநிலங்கள் சந்தையில் இருந்து கடன் வாங்கி செலவு செய்து வருகின்றன.
• அந்த மாநிலங்களுக்காக இந்திய ரிசர்வ் வங்கியும் குறுகிய கால கடன் திட்டங்களை செயல்படுத்தி வருகிறது.
• எஸ்டிஎஃப், டபிள்யூஎம்ஏ, ஓடி ஆகிய குறுகிய கால கடன் வசதிகளை ஆர்பிஐ செயல்படுத்தி வருகிறது. செலவினத்தை விட வருவாய் குறைவாக உள்ள மாநிலங்கள் அந்த வசதிகளை பயன்படுத்தி கடன் பெற்று வருகின்றன.
• ஆந்திரம், தெலுங்கானா, ராஜஸ்தான், பஞ்சாப், மணிப்பூர், மிசோரம், நாகாலாந்து ஆகிய மாநிலங்கள் ரிசர்வ் வங்கியின் கடன் வசதிகளை அதிகமாக பயன்படுத்தி வருவதாக ஆர்பிஐ வெளியிட்டுள்ள அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.
• கடந்த ஆகஸ்ட் நிலவரப்படி மகாராஷ்டிரம், அசாம், கர்நாடகா ஆகிய மாநிலங்கள் எஸ்டிஎஃப் வசதியை அதிகமாக பயன்படுத்தியுள்ளன.
• கேரளம் டபுள்யூஎம்ஏ வசதியின் கீழும், பெரும்பாலான வடகிழக்கு மாநிலங்கள் ஓடி வசதியின் கீழும் கடன்களை பெற்றுள்ளனர்.
• நடப்பு 2022-23 நிதியாண்டில் மட்டும் எஸ்டிஎஃப் வசதியின் கீழ் ஆந்திரம் ரூபாய் 712 கோடியையும், தெலுங்கானா ரூபாய் 735 கோடியையும் பெற்றுள்ளன.
• டபிள்யூஎம்ஏ வசதியின் கீழ் ஆந்திரம் ரூபாய் 1673 கோடியையும், தெலுங்கானா ரூபாய் 1206 கோடியையும் பெற்றுள்ளன.
• மாநிலங்களின் கடன் உள் மாநில உற்பத்தி (ஜிஎஸ்டிபி) விகிதமானது பீகார், கேரளம், பஞ்சாப், ராஜஸ்தான், மேற்குவங்கம் ஆகிய மாநிலங்களில் மிக மோசமாக உள்ளதாக குறிப்பிடப்பட்டுள்ளது.
• கடந்த 2020-21 ஆம் நிதியாண்டில் ஆந்திரம், பீகார், ராஜஸ்தான், பஞ்சாப் ஆகிய மாநிலங்கள் கடன் இலக்கு, நிதி பற்றாக்குறை இலக்கு ஆகியவற்றைக் கடந்து செயல்பட்டதாகவும் ஆர்பிஐ அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.

3. கர்நாடக சட்டப்பேரவை துணைத்தலைவர் காலமானார்

• கர்நாடக பாஜக எம்எல்ஏவும் அந்த மாநில சட்டப்பேரவை துணைத்தலைவருமான விஸ்வநாத் சந்திரசேகர் மமானி என்ற ஆனந்த் மமானி  உடல் நலக்குறைவால் காலமானார்.
• கர்நாடகத்தின் பெலகாவி மாவட்டம் சௌவுண்டாட்டி எல்லம்மா தொகுதியில் இருந்து எம்எல்ஏவாக தேர்ந்தெடுக்கப்பட்ட அவர் கல்லீரல் சார்ந்த பிரச்சனையால் பாதிக்கப்பட்டிருந்தார்.
• பெங்களூரு மருத்துவமனையில் அனுமதிக்கப்பட்டிருந்த அவர் சிகிச்சை பலனின்றி உயிரிழந்தார்.
• அரசியல் ரீதியாக செல்வாக்கு மிகுந்த லிங்காயத்து சமூகத்தைச் சேர்ந்த மமானி ஆவார்.

4. ஹிந்தி மொழி கற்றோர் 100 சதவீதம்: இலக்கை நோக்கி பயணிக்கும் கேரள கிராமம்

• கேரளத்தின் கோழிக்கோடு மாவட்டத்தில் உள்ள சோளன்னூர் கிராமம் ஹிந்தி மொழி அறிவில் 100 சதவீதத்தை அடைவதை இலக்காகக் கொண்டு கிராம மக்கள் அனைவருக்கும் ஹிந்தி மொழி கற்பிக்கும் நடவடிக்கையை கிராம பஞ்சாயத்து மேற்கொண்டு வருகிறது.
• அடுத்த ஆண்டு குடியரசு தினத்திற்குள் கேரளத்தின் குறிப்பாக தென்னிந்தியாவின் முதல் ஹிந்தி கற்றறிந்த பஞ்சாயத்தாக சோளன்னூரை அறிவிக்கும் வகையில் இந்த முயற்சி மேற்கொள்ளப்பட்டு வருகிறது.
• வட இந்தியாவில் சேர்ந்த அதிக அளவிலான புலம்பெயர் தொழிலாளர்கள் இப்பஞ்சாயத்தில் வசித்து வருவதால் அவர்களுடன் தொடர்பு கொள்ளும் வகையில் இந்த முன்னெடுப்பு தொடங்கப்பட்டுள்ளது.
• 20-70 வயது வரையிலான அனைவருக்கும் ஹிந்தி மொழியை படிக்க பேச மற்றும் எழுத தெரிந்திருப்பதை இலக்காகக் கொண்டு இத்திட்டம் தொடங்கப்பட்டது.
• கேரள மாநில கல்வியறிவு திட்டத்துக்கான ஆணையம் சர்வ சிக்க்ஷா அபியான், தக்ஷின பாரத் ஹிந்தி பிரசார சபை உள்ளிட்ட அமைப்புகள் பஞ்சாயத்து மூலம் ஏற்பாடு செய்யப்பட்டுள்ள இத்திட்டத்திற்கு அனைத்து ஆதரவையும் உதவிகளையும் வழங்கி வருகின்றன.
• கடந்த 1991 ஆம் ஆண்டில் கேரள மாநிலம் முழு கல்வியறிவை அடைந்தபோது கோழிக்கோடு மாவட்டத்தில் முழு கல்வியறிவு பெற்ற முதல் பஞ்சாயத்து என்ற அந்தஸ்தை சோளன்னூர் பஞ்சாயத்து பெற்றது என்பது குறிப்பிடத்தக்கது.

5. ஜிஎஸ்எல்வி மாக்-3 ராக்கெட் எல்விஎம்-3 என பெயர் மாற்றம்

• விண்ணுக்கு மிக அதிக எடையை தாங்கிச் செல்லும் திறன் கொண்ட புவி ஒத்திசைவு செயற்கைக்கோள் செலுத்து வாகனமான ஜிஎஸ்எல்வி மாக்-3 ராக்கெட் இன் பெயரை எல்விஎம்-3 (செலுத்து வாகனம் மாக்-3) என இந்திய விண்வெளி ஆய்வு மையம் (இஸ்ரோ) பெயர் மாற்றம் செய்துள்ளது.
• இந்தியாவில் விண்ணுக்கு மனிதர்களை அனுப்பும் விண்வெளி திட்டத்திலும் இந்த எல்விஎம்-3 ராக்கெட் தான் பயன்படுத்தப்பட உள்ளது.
• விண்ணில் துருவ செயற்கைக்கோள்களை செலுத்த பயன்படும் ராக்கெட் பிஎஸ்எல்வி எனவும், புவி ஒத்திசைவு செயற்கைக்கோள் செலுத்து வாகனத்தை ஜிஎஸ்எல்வி எனவும் பெயர் வைக்கப்பட்டது.
• புவி ஒத்திசைவு புவி வட்டப் பாதை (ஜிஇஓ), புவிநிலை சுற்றுப்பாதை (எம்இஓ), தாழ்புவி சுற்றுப்பாதை (எல்இஓ) ஆகிய சுற்றுப்பாதைகளிலும் செயற்கைக்கோள்களை தற்போது செலுத்த முடியும்.
• அந்த வகையில் சுற்றுப்பாதையை அடையாளம் காண்பதில் குழப்பம் ஏற்படுவதை தவிர்க்க வேண்டும் என்ற நோக்கத்திலேயே இந்த பெயர் மாற்றத்தை இஸ்ரோ மேற்கொண்டுள்ளது.
• எம்இஓ, எல்இஓ ஆகிய சுற்றுப்பாதைகளில் செயற்கைக்கோள்களை செலுத்தும் பணியிலும் நிலவு மற்றும் சூரியனை ஆய்வு செய்ய செயற்கைக்கோள்களை அனுப்பும் திட்டத்திலும் எல்விஎம்-3 ராக்கெட் பயன்படுத்தப்பட உள்ளது என்று அறிவிக்கப்பட்டது.

6. சந்திராயன்-3: அடுத்த ஆண்டு ஜூனில் செயல்படுத்த திட்டம்

• நிலவை ஆய்வு செய்யும் சந்திராயன்-3 திட்டத்தை அடுத்த ஆண்டு ஜூன் மாதத்தில் செயல்படுத்த உத்தேசித்துள்ளதாக இந்திய விண்வெளி ஆய்வு மையம் (இஸ்ரோ) தலைவர் சோம்நாத் தெரிவித்தார்.
• பிரிட்டனின் 36 செயற்கை கோள்களுடன் எல்விஎம்-3 (ஜிஎஸ்எல்வி மாக்-3) கனரக ராக்கெட் அக்டோபர் 23 அன்று ஸ்ரீஹரிகோட்டாவில் உள்ள சதீஷ் தவான் ஏவு தளத்திலிருந்து நள்ளிரவு 12.07 மணிக்கு வெற்றிகரமாக விண்ணில் செலுத்தப்பட்டது.
• வணிகப் பயன்பாட்டுக்காக செயல்படுத்தப்பட்ட இந்த திட்டமானது இஸ்ரோவின் ‘நியூஸ்பேஸ் இந்தியா நிறுவனம்‘ மற்றும் பிரிட்டனின் ‘ஒன் வெப்‘ நிறுவனம் இடையே மேற்கொள்ளப்பட்ட புரிந்துணர்வு ஒப்பந்தங்களின் அடிப்படையில் முன்னெடுக்கப்பட்டது.
• மொத்தம் 43.5 மீட்டர் உயரம், 640 டன் எடையும் கொண்ட எல்விஎம்-3 ராக்கெட் ஆனது செயற்கைக்கோள்களை வெற்றிகரமாக நிலை நிறுத்தப்பட்டது.
• அடுத்த ஆண்டு பிப்ரவரி அல்லது ஜூன் மாதத்தில் சந்திரன்-3 திட்டத்தை முன்னெடுக்க திட்டமிட்டுள்ளதாக இஸ்ரோ தலைவர் சோம்நாத் கூறினார்.

1. Appointment of Chairman of AIIMS Madurai

• Dr. Nagarajan has been appointed as the President of Madurai AIIMS Medical College Hospital.
• The Union Ministry of Health has issued an order in this regard.
• The announcement that AIIMS Medical College will be set up in Tamil Nadu was announced in February 2015.
• Subsequently, a place was chosen for it in Madurai Thopur and the foundation stone was laid by Prime Minister Modi in 2019.

1. Cargo Handling Code

• Logistics is very important in the development of the country.
• Raw materials required for industries are transported from agricultural lands and forests.

• Transportation plays a very important role in converting raw material into value added product and reaching the hands of customers.
• That is why governments are giving importance to cargo handling and implementing transport related projects rapidly.

2. RBI credit facilities: High utilization Andhra Pradesh, Telangana

• States including Andhra Pradesh, Telangana and Punjab are making more use of the short-term credit facilities provided by the Reserve Bank of India (RBI) to improve the financial condition of the states, according to the report.
• Financially poor states are spending by borrowing from the market.
• Reserve Bank of India is also implementing short term credit schemes for those states.
• RBI operates short term loan facilities like STF, WMA, OD. States whose revenue is less than expenditure are taking advantage of those facilities to borrow.
• The states of Andhra Pradesh, Telangana, Rajasthan, Punjab, Manipur, Mizoram and Nagaland are using the credit facilities of the Reserve Bank more, according to a report issued by the RBI.
• Maharashtra, Assam and Karnataka have utilized the STF facility the most as of last August.
• Kerala has availed loans under WMA facility and most North Eastern states under ODI facility.
• In the current financial year 2022-23 alone, Andhra Pradesh has received Rs 712 crore and Telangana Rs 735 crore under the STF facility.
• Andhra Pradesh has received Rs 1673 crore and Telangana Rs 1206 crore under WMA facility.
• State’s Debt to Domestic Product (GSTP) ratio is noted to be worst in Bihar, Kerala, Punjab, Rajasthan and West Bengal.

3. Karnataka Legislative Assembly Deputy Speaker passed away

• Karnataka BJP MLA and Deputy Speaker of the state Legislative Assembly Vishwanath Chandrasekhar Mamani alias Anand Mamani passed away due to ill health.
• He was elected MLA from Chavundatti Ellamma constituency in Belagavi district of Karnataka and was suffering from liver problem.
• He was admitted to a Bengaluru hospital where he succumbed to treatment.
• Mamani belonged to the politically influential Lingayat community.

4. Hindi Language Learners 100 Percent: Travel Towards The Goal Kerala village

• Solannur village in Kozhikode district of Kerala is carrying out a Grama Panchayat to teach Hindi to all the villagers with the aim of achieving 100 percent Hindi proficiency.
• The initiative is being taken to declare Solannur as the first Hindi literate Panchayat in Kerala especially South India by Republic Day next year.
• As large number of migrant workers from North India reside in this Panchayat, this initiative has been initiated to communicate with them.
• The scheme was launched with the aim of making everyone in the age group of 20-70 able to read, speak and write Hindi.
• Kerala State Literacy Program Commission Sarva Siksha Abhiyan, Dakshina Bharat Hindi Prasara Sabha etc. are providing all support and assistance to this program organized by Panchayat.
• It is noteworthy that Solannur Panchayat got the status of being the first panchayat in Kozhikode district to achieve full literacy in the state of Kerala in 1991.

5. Renamed GSLV Mach-3 Rocket as LVM-3

• The Indian Space Research Organization (ISRO) has renamed GSLV Mag-3 rocket as LVM-3 (Length Vehicle Mag-3), a geosynchronous satellite launch vehicle capable of carrying very heavy loads to space.
• This LVM-3 rocket is also going to be used in India’s space program to send humans to space.
• The rocket used to launch polar satellites was named PSLV and the Geosynchronous Satellite Launch Vehicle was named GSLV.
• Satellites can now be launched into Geosynchronous Earth Orbit (GEO), Earth Orbit (MEO) and Low Earth Orbit (LEO).
• In order to avoid confusion in the identification of the orbiter, ISRO has made this name change.
• It was announced that the LVM-3 rocket will be used to launch satellites into MEO and LEO orbits and to launch satellites to study the Moon and the Sun.

6. Chandrayaan-3: Planned for implementation in June next year

• Indian Space Research Organization (ISRO) chief Somnath said that the Chandrayaan-3 project to explore the moon is planned to be launched in June next year.
• Britain’s LVM-3 (GSLV Mac-3) heavy rocket carrying 36 satellites was successfully launched on October 23 at 12.07 am from the Satish Dhawan launch pad in Sriharikota.
• This project, implemented for commercial use, was carried out on the basis of MoUs between ISRO’s ‘New Space India’ and UK’s ‘OneWeb’.
• The LVM-3 rocket with a total height of 43.5 meters and weight of 640 tons successfully launched the satellites.
• ISRO chief Somnath said that they are planning to go ahead with the Chandran-3 program in February or June next year.
