மத்திய செய்திகள் 

 1. 10% இடஒதுக்கீடு செல்லும்:- 

• பொருளாதாரத்தில் நலிவடைந்த பொதுப் பிரிவினரில் முற்படுத்தப்பட்டோருக்கு (இ டபிள்யு எஸ்) கல்வி, அரசு வேலைவாய்ப்புகளில் வழங்கப்படும் 10 சதவீத இடஒதுக்கீடு செல்லுபடியாகும் என உச்சநீதிமன்ற அரசியல் சாசன அமர்வு தீர்ப்பளித்தது. 

• அமர்வில் இடம்பெற்றிருந்த 5 நீதிபதிகளில் 3 பேர் 10 சதவீத இட ஒதுக்கீடு செல்லும் என்றும், மற்ற இருவர் இடஒதுக்கீட்டுக்கு எதிராகவும் தீர்ப்பளித்தனர். 
• பொருளாதாரத்தில் நலிவடைந்த பொதுப் பிரிவினரில் முற்படுத்தப்பட்டோருக்கு அரசுக் கல்வி நிறுவனங்களிலும், அரசு வேலைவாய்ப்புகளிலும் 10 சதவீத இடஒதுக்கீடு வழங்கும் நோக்கில் 103–ஆவது அரசமைப்புச் சட்டத் திருத்தத்தை மத்திய அரசு 2019- ஆம் ஆண்டில் இயற்றியது. அதன் காரணமாக ஒட்டுமொத்த இடஒதுக்கீடு 50 சதவீதத்தைக் கடந்தது. 
• இது இந்திரா சாஹ்னி வழக்கில் (மண்டல் வழக்கு) உச்சநீதிமன்றம் பிறப்பித்த உத்தரவை மீறும் வகையில் உள்ளதால், மத்திய அரசின் நடவடிக்கைக்கு எதிராகப் பல்வேறு தரப்பினர் சார்பில் மாநில உயர்நீதிமன்றங்களிலும், உச்சநீதி மன்றத்திலும் மொத்தம் 40 மனுகள் தாக்கல் செய்யப்பட்டன. 

 2. தேசிய உயிரி எரிசக்தியின் முதல் கட்ட திட்டங்களுக்கு ரூ. 858 கோடி அனுமதி 

• தேசிய உயிரி எரிசக்தியின் முதல் கட்ட திட்டங்க ளுக்கு ரூ. 858 கோடியை மத்திய புதிய மற்றும் புதுப்பிக்கத்தக்க எரிசக்தி அமைச்சகம் அனுமதி அளித்துள்ளது. 
• மூன்று வகையான இந்தத் திட்டங்கள் வருகின்ற 2025-26 ஆண்டு வரை தொடரும் எனவும் தெரிவிக்கப்பட்டுள்ளது.  
• தேசிய உயிரி எரிசக்தித் திட்டம் குறித்த அறிவிக்கையை, மத்திய புதுப் பிக்கத்தக்க எரிசக்தி அமைச்சகம் வெளியிட்டுள்ளது.  
• 2021-22 நிதியாண்டு முதல் 2025-26 வரையிலான கால கட்டத்திற்கு இந்தத் திட்டத்தை இரண்டு கட்டங்களில் அமல்படுத்த பரிந்துரைக்கப்பட்டுள்ளது.  
• முதல் கட்டப்பணிகளுக்கு ரூ.858 கோடியில் மேற்கொள்ள அனுமதி அளிக்கப்பட்டுள்ளது. 

• மூன்று வகையான உயிரி எரிசக்தி திட்டத்தில் ஒன்று,  
• கழிவிலிருந்து எரிசக்தி (வேஸ்ட் டு எனர்ஜி) திட்டம். இதற்கு ரூ. 600 கோடி ஒதுக்கப்படும். நகர்ப்புறம், தொழில்துறை, விவசாயம், கால் நடைகள் கழிவுகளிலிருந்து மின் ஆற்றல் பெறுவது இந்தத் திட்டம். இதற்கு பரந்த உயிரிவாயு, உயிரிஇயற்கை எரிவாயு மற்றும் மின் உற்பத்தி நிலையங்கள் அமைக்க ஆதரவு அளிக்கப்படும். 
• இரண்டாவது:– 
• உயிர்மம் திட்டம் (பயோமாஸ்). தொழில் சாலைகளில், அனல் மின் நிலையங்களில் கரியமில தடத்தைக் குறைக்க நிலக்கரியை அடிப்படையாகக் கொண்ட உயிரி எரிசக்தியின் (செய்கட்டி என்கிற பிரிக் வெட்டுகள் மற்றும் துகள்கள்) பயன்பாட்டை அதிகரிக்க ரூ.158 கோடிக்கான திட்டங்கள். 
• மூன்றாவது:-  

• ஊரகப் பகுதிகளில் நடுத்தர குடும்பங்களில் உயிரி எரிவாயு (பயோகாஸ்) திட்டம் அமைத்துக்கொள்ள உதவ ரூ.100 கோடி என இந்த மூன்று திட்டங்கள் தேசிய உயிரி எரிசக்தித் திட்டத்தில் இடம் பெற்றுள்ளன. இவற்றுக்கு மொத்தம் ரூ. 858 கோடிஒதுக்கப்பட்டுள்ளது. 
• தமிழகத்தில்;–  
• உயிரி எரிசக்தி திட்டத்தின் கீழ் சுமார் 200 உயிரி எரிவாயு திட்டம் 2022-23 நிதியாண்டில் அமைக்கப்பட அனுமதியளிக்கப் பட்டுள்ளது.  
• நாட்டிலேயே அதிக அளவில் உயிரி எரிவாயு திட்டங்களை பெற்றுள்ள மாநிலங்களாக மகாராஷ்டிரம் (6000), மத்தியப் பிரதேசம் (2,900) உள்ளன.

• தொடக்கம்: 
• தமிழ்நாடு மேம்பட்ட உற்பத்தி சிறப்பு மையம் (TAMCOE) 

• தமிழ்நாடு ஸ்மார்ட் மற்றும் மேம்பட்ட உற்பத்திமயம் (TANSIM)

நூற்றாண்டு தினம் 

 1. அழ.வள்ளியப்பாவின் நூற்றாண்டு பிறந்த நாள் 

• புதுக்கோட்டை இராயவரத்தில் நகரத்தார் குடும்பத்தில் பிறந்த அழ.வள்ளியப்பா, குழந்தை இலக்கிய வளர்ச்சிக்கு பங்காற்றி தமிழில் சிறுகதைகள், கட்டுரைகள், பாடல்கள் ஆகியவற்றை ஏராளமாக இயற்றியிருக்கிறார். 
• 1922, நவம்பர் 7-ஆம் தேதி அழ.வள்ளியப்பா பிறந்தார். கடந்த ஓர் ஆண்டாக இவரது நூற்றாண்டுவிழா கொண்டாடப்பட்டது.  

• இந்த நிலையில் அழ.வள்ளியப்பாவின் நூற்றாண்டு பிறந்த நாளான நவம்பர் 7-ஆம் தேதி பிரதமர் நரேந்திர மோடி அவருக்கு மரியாதை செலுத்தியுள்ளார்.

 1. ஃபிளாரன்ஸ் நைட்டிங்கேல் தேசிய விருது 

• 2020-21-ஆம் ஆண்டுக்கான ஃபிளாரன்ஸ் நைட்டிங்கேல் தேசிய விருது குடியரசுத் தலைவர் திரௌபதி வழங்கினார்.

Central News 

 1. 10% of reservation goes to:– 

• The Constitution bench of the Supreme Court ruled that the 10 percent reservation in education and government jobs for the Economically Weaker General Section (EWS) is valid. 
• Out of the 5 judges present in the hearing, 3 ruled in favor of 10 percent reservation and the other two ruled against reservation. 
• In 2019, the Central Government enacted the 103rd Constitutional Amendment to provide 10 percent reservation in government educational institutions and government jobs to the economically weaker sections. Due to which the overall reservation crossed 50 percent. 
• A total of 40 petitions were filed in State High Courts and Supreme Court on behalf of various parties against the action of the Central Government as it violated the order passed by the Supreme Court in the Indira Sawhney case (Mandal case). 

2. For the first phase projects of National Bioenergy Rs. 858 crore sanctioned 

• For the first phase projects of National Bioenergy Rs. 858 crore has been sanctioned by the Union Ministry of New and Renewable Energy. 
• It is also informed that these three types of projects will continue till the coming year 2025-26. 
• The Union Ministry of Renewable Energy has issued a notification on the National Bio-Energy Scheme. 

• It is recommended to implement the scheme in two phases for the period from FY 2021-22 to 2025-26. 
• Approval has been given for the first phase of works at Rs.858 crore. 
• One of the three types of bioenergy project, 
• Waste to Energy Project. For this Rs. 600 crore will be allocated. The project aims to generate electrical energy from urban, industrial, agricultural and pedestrian waste. It will be supported to set up large scale biogas, bio-natural gas and power plants. 
• Second:- 

• Biomass project Rs 158 crore projects to increase use of coal-based bio-energy (brick cuts and pellets) on industrial roads, thermal power plants to reduce carbon footprint. 
• Third:- 
• These three schemes have been included in the National Bioenergy Scheme worth Rs 100 crore to help middle-class families set up biogas projects in rural areas. A total of Rs. 858 crore has been earmarked. 
• In Tamil Nadu;- 
• About 200 biogas projects have been sanctioned to be set up in the financial year 2022-23 under Bio Energy Scheme. 

• Maharashtra (6000) and Madhya Pradesh (2,900) are the states with the largest number of biogas projects in the country.

Centenary Day 

   1. Centenary Birth Anniversary of Ala. Valliappa 

• Born in an urban family in Pudukottai Rayavaram, Ala. Valliappa contributed to the development of children’s literature and composed many short stories, articles, and songs in Tamil. 
• On 7th November 1922, Ala. Valliappa was born. His centenary was celebrated last year. 
• In this context, Prime Minister Narendra Modi has paid homage to A. Valliappa on November 7, his birth centenary.

• Florence Nightingale National Award for the year 2020-21 was presented by President Draupadi.
