1. கல்வியை பொதுப்பட்டியலுக்கு மாற்றியதை எதிர்த்து வழக்கு

• கல்வியை பொதுப்பட்டியலுக்கு மாற்றியது தொடர்பான அரசியல் சட்டத்தின் 42வது திருத்தத்தை எதிர்த்து சென்னை உயர்நீதிமன்றத்தில் ஆயிரம் விளக்கு தொகுதி திமுக எம்எல்ஏ டாக்டர் எழிலனின் ‘அறம் செய்ய விரும்பு‘ என்ற தொண்டு நிறுவனம் சார்பில் மனுத்தாக்கல் செய்யப்பட்டுள்ளது.
• அந்த மனுவில் 1975 முதல் 1977ஆம் ஆண்டுகளில் நெருக்கடி நிலை பிரகடனப்படுத்தப்பட்ட போது மாநில அரசுகளின் அதிகாரங்கள் பறிக்கப்பட்டு வனம், நிர்வாகம், கல்வி, நீதி நிர்வாகம் உள்ளிட்டவை பொது பட்டியலுக்கு மாற்றப்பட்டன.
• மாநில அரசு பட்டியலில் இருந்த கல்வியை பொதுப்பட்டியலுக்கு மாற்றி அரசியல் சாசனத்தில் திருத்தம் கொண்டுவரப்பட்டது கூட்டாட்சி கட்டமைப்புக்கு விரோதமானது.
• கல்வி தொடர்பாக சட்டங்கள் இயற்றும் மாநில அரசின் அதிகாரம் பறிக்கப்பட்டு, மாநில சட்டங்கள் மத்திய அரசின் சட்டங்களுக்கு கட்டுப்பட்டவையாக இருக்க வேண்டிய நிலை ஏற்பட்டுள்ளது என தெரிவிக்கப்பட்டு இருந்தது.
• நவம்பர் 7ஆம் தேதிக்கு விசாரணையை ஒத்திவைத்தனர்.

மத்திய செய்திகள்

1. பிரதமர் விவசாயிகள் நிதி உதவி திட்டம்

• ஆண்டுக்கு ரூபாய் 6000 நிதி:
• தகுதியுள்ள விவசாயிகளுக்கு நிதி உதவி வழங்கும் பிரதம மந்திரி விவசாயிகள் நிதியுதவி திட்டம் கடந்த 2019 ஆம் ஆண்டு பிப்ரவரி மாதம் தொடங்கப்பட்டது.
• விவசாயிகளுக்கு நான்கு மாதங்களுக்கு ஒரு தடவை ரூபாய் 2000 வீதம் ஆண்டுக்கு ரூபாய் 6000 நிதி உதவி அளிக்கப்பட்டு வருகிறது.
• இந்தப் பணம் சம்பந்தப்பட்ட விவசாயியின் வங்கி கணக்கில் நேரடியாக செலுத்தப்படுகிறது.
• இந்த நிலையில் இத்திட்டத்தின் 12 வது தவணைத்தொகை விடுவிக்கும் நிகழ்ச்சி டெல்லியில் பிரதமர் விவசாயிகள் கௌரவ மாநாட்டில் நடைபெற்றது.
• ரூபாய் 16 ஆயிரம் கோடி விடுவிப்பு:
• பிரதமர் மோடி  இந்நிகழ்ச்சியில் கலந்து கொண்டார்.
• அவர் 11 கோடிக்கு மேற்பட்ட விவசாயிகளுக்கு 12வது தவணை நிதி உதவியை விடுவித்தார்.
• மொத்தம் 16 ஆயிரம் கோடி நிதியை அவர் விடுவித்தார்.

2. ‘இஸ்ரோ‘வில் முதல் முறையாக யானையின் எடையில் ராக்கெட்

• இந்திய விண்வெளி ஆராய்ச்சி நிறுவனம் இஸ்ரோ இங்கிலாந்து நாட்டைச் சேர்ந்த ‘நெட்வொர்க் அக்சஸ் அசோசியேட்ஸ் லிமிடெட்‘ (ஒன்வெப்) என்ற நிறுவனத்திற்கு சொந்தமான 36 பிராட்பேண்ட் தகவல் தொடர்பு செயற்கைக்கோள்களை பூமியின் குறைந்த சுற்றுப்பாதையில் ஏவுகிறது.
• அதற்காக இங்கிலாந்து நிறுவனத்துடன் ‘நியூஸ்பேஸ் இந்தியா லிமிடெட்‘  (என்.எஸ்.ஐ.எல்) என்ற விண்வெளி ஏஜென்சியின் வணிகப்பிரிவு மற்றும் விண்வெளி துறையின் கீழ் உள்ள மத்திய பொதுத்துறை நிறுவனமான சி.பி.எஸ்.இ ஆகியவை ஒப்பந்தம் செய்துள்ளன.
• இதற்காக இஸ்ரோ வரலாற்றில் இல்லாத வகையில் முதல் முறையாக 6 டன் அதாவது சராசரியாக ஒரு இந்திய யானையின் எடையில் மிகப்பெரிய ராக்கெட்டான எல்.வி.எம் 3 என்ற ராக்கெட்டை வடிவமைத்து உள்ளது.
• இதன் முந்தைய பெயர் ஜி.எஸ்.எல்.வி மார்க்-3 ஆகும்.
• எல்.வி.எம்.3 ராக்கெட்:
• இஸ்ரோவை பொறுத்தவரையில் எல்.வி.எம்.3 ராக்கெட்டை பயன்படுத்தி விண்ணில் மேற்கொள்ளப்படும் முதல் வணிக ஏவல் இதுவாகும்.
• வருகிற அக்டோபர் 23ஆம் தேதி நள்ளிரவு 12.07 மணிக்கு ஆந்திர மாநிலம் ஸ்ரீஹரிகோட்டாவில் உள்ள சதீஷ் தவான் விண்வெளி ஆய்வு மையத்தில் உள்ள இரண்டாவது ஏவுதளத்தில் இருந்து செயற்கைக்கோள்கள் விண்ணில் ஏவப்படுகின்றன.
• குறைந்தபட்ச தூரத்துக்கு எல்.வி.எம்.3 என்ற வகை ராக்கெட் களை பயன்படுத்தி புவிசார் சுற்றுப் பாதையில் சேர்க்கை கோள்களை ஏவுகிறது.
• தற்போது மூன்று நிலைகளைக் கொண்டு எல்.வி.எம்.3 ராக்கெட்டில் கிரையோஜெனிக் நிலை, திரவ எரிபொருளால் இயங்கும் மைய நிலை மற்றும் இந்த திட மோட்டார்கள் கொண்ட இரண்டு நிலைகள் கொண்ட ராக்கெட்டில் செயற்கை கோள்கள் பொருத்தப்பட்டு ஏவப்படுகின்றன.

3. பிரபல மருத்துவர் மஹாலனோபிஸ் காலமானார்

• உப்பு சர்க்கரை கரைசலின் தந்தை என புகழ் பெற்றவர்.
• ஓ.ஆர்.எஸ் என பரவலாக அறியப்படும் உப்பு சர்க்கரை கரைசலை கண்டறிந்ததில் முக்கிய பங்கு வகித்த மருத்துவர் திலீப் மஹாலனோபிஸ் உடல்நலக் குறைவால் கொல்கத்தாவில் காலமானார்.
• காலரா உள்ளிட்ட நோய்களால் வயிற்றுப்போக்கு அதிகரிக்கும் போது உடலில் அதிகப்படியான நீரிழப்பு ஏற்படும் அதன் காரணமாக நோயாளிகள் உயிரிழப்பதற்கும் வாய்ப்புள்ளது.
• காலரா பரவலின் போது அதிக அளவில் நோயாளிகளின் உயிர் இழப்புக்கும் இதுவே காரணமாக அமைந்தது.
• அதை தடுப்பதற்கான ஆராய்ச்சியில் ஈடுபட்டார் திலீப் மஹாலனோபிஸ், ஜான்ஸ் ஹாப்கின்ஸ் மருத்துவ ஆராய்ச்சி நிறுவனத்துடன் இணைந்து ஆராய்ச்சியில் ஈடுபட்டவர்.
• அவர் உப்பு சர்க்கரை கரைசலை கண்டறிந்தார். 1971 ஆம் ஆண்டு வங்கதேச போர் காலகட்டத்தில் பலர் காலரா நோயால் பாதிக்கப்பட்ட போது உப்பு சர்க்கரை கரைசலை வழங்கி பலரின் உயிரை காப்பாற்றினார்.

• சோடியம் குளோரைடு, பொட்டாசியம் குளோரைடு, சோடியம் சிட்ரேட் உப்புகளைக் கொண்டு கரைசல் தயாரிக்கப்படுகிறது. காலரா, டயேரியா உள்ளிட்ட நோய்களால் வயிற்றுப்போக்கு ஏற்படும்போது இக்கரைசல் பயன்படுத்தப்படுகிறது.
• வெயில் காலங்களில் உடலில் அதிகமாக நீரிழப்பு ஏற்படுவதை தடுக்கவும் இக்கரைசல் பயன்படுத்தப்படுகிறது.
• தூள் வடிவிலும், ஜூஸ் வடிவிலும் உப்பு சர்க்கரை கரைசல் மருந்து கடைகளில் கிடைக்கிறது.
• சிறுநீரக பாதிப்பு உள்ளோர், நீரழிவு நோயால் பாதிக்க பட்டோர், இதயம் சார்ந்த நோயால் பாதிக்கப்பட்டவர் உள்ளிட்டோர் உப்பு சர்க்கரை கரைசலை தவிர்க்க வேண்டும்.

4. உஜ்வலா திட்ட பயனாளிகளுக்கு ஆண்டுக்கு இரண்டு இலவச எரிவாயு சிலிண்டர்கள்

• குஜராத் மாநிலத்தில் மத்திய அரசின் உஜ்வலா திட்டப்பணி பயனாளிகளுக்கு ஆண்டுக்கு இரண்டு இலவச எரிவாயு சிலிண்டர்கள் வழங்கப்படும் என்று தீபாவளி பண்டிகையை முன்னிட்டு குஜராத் மாநில அரசு அறிவிப்பு வெளியிட்டது.
• மேலும் வாகனங்களில் பயன்படுத்தப்படும் இயற்கை எரிவாயு (சிஎன்ஜி) மற்றும் வீடுகளில் சமையலுக்கு குழாய் மூலமாக விநியோகிக்கப்படும் (பிஎன்ஜி) இயற்கை எரிவாயு மீதான மதிப்பு கூட்டு வரி (வாட்) 10 சதவீத அளவுக்கு குறைக்கப்படும் என்று மாநில அரசு அறிவித்தது.

5. இந்தியாவில் 41 கோடி பேர் ஏழ்மையிலிருந்து விடுபட்டனர்

• பன்முக ஏழ்மை குறியீட்டை ஐ.நா. வளர்ச்சி திட்டம் (யுஎன்டிபி) ஆக்ஸ்போர்டு பல்கலைக்கழகத்துடன் இணைந்து வெளியிட்டது.
• நடப்பாண்டுக்கான அறிக்கை வெளியிடப்பட்டது.
• இந்தியாவில் கடந்த 2005-06 முதல் 2019-21 வரையிலான காலகட்டத்தில் சுமார் 41.5 கோடி பேர் ஏழ்மை நிலையில் இருந்து விடுபட்டுள்ளதாக அந்த அறிக்கையில் குறிப்பிட்டுள்ளது.
• 15 ஆண்டுகளில் இவ்வளவு அதிக எண்ணிக்கையிலான நபர்கள் ஏழ்மை நிலையில் இருந்து விடுபட்டுள்ளது வரலாற்றுச் சிறப்புமிக்க மாற்றம் என ஐ.நா. குறிப்பிட்டுள்ளது.
• 2005-06 முதல் 2015-16 வரையிலான காலகட்டத்தில் சுமார் 27.5 கோடி பேரும், 2015-16 முதல் 2019-2021 வரையிலான காலகட்டத்தில் சுமார் 14 கோடி பேரும் ஏழ்மை நிலையில் இருந்து விடுபட்டனர்.
• 2030 ஆம் ஆண்டுக்குள் உலகில் உள்ள ஏழை மக்களின் எண்ணிக்கையை குறைந்த பட்சம் பாதி அளவு குறைக்க வேண்டும் என்ற நீடித்த வளர்ச்சிக்கான இலக்கை எளிதில் எட்டி விட முடியும் என ஐ.நா. நம்பிக்கை தெரிவித்துள்ளது.
• சர்வதேச அளவில் 111 நாடுகளில் சமமாக 120 கோடி பேர் ஏழ்மை நிலையில் உள்ளதாக அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.
• அவர்களில் சுமார் 59.3 கோடி பேர் 18 வயதுக்கு குறைவான சிறார்கள் என தெரிவிக்கப்பட்டுள்ளது.
• 2020 ஆம் ஆண்டு மக்கள் தொகை எண்ணிக்கையின் அடிப்படையில் இந்த அறிக்கை தயாரிக்கப்பட்டுள்ளது.
• உலகிலேயே இந்தியாவில் தான் அதிக எண்ணிக்கையிலான ஏழைகள் 22.89 கோடி உள்ளதாக அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.
• அவர்களில் 9.7 கோடி பேர் சிறார்கள் என தெரிவிக்கப்பட்டுள்ளது.
• அதற்கு அடுத்து நைஜீரியாவில் 9.67 கோடி ஏழைகள் உள்ளனர்.
• பிகார், ஜார்கண்ட், உத்தர பிரதேசம் ஆகிய மாநிலங்களில் ஏழ்மை நிலையில் உள்ள மக்களின் எண்ணிக்கை வேகமாக குறைந்து வருவதாக அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.

6. உச்சநீதிமன்ற தலைமை நீதிபதியாக டி.ஒய்.சந்திர சூட் நியமனம்

• உச்சநீதிமன்றத்தின் ஐம்பதாவது தலைமை நீதிபதியாக டி.ஒய்.சந்திர சூட் நியமிக்கப்பட்டார்.
• அரசமைப்புச் சட்டம் அளித்துள்ள அதிகாரத்தின் அடிப்படையில் குடியரசு தலைவர் திரௌபதி முர்மு உச்சநீதிமன்றத்தின் அடுத்த தலைமை நீதிபதியாக டி.ஒய்.சந்திர சூட்டை நியமித்துள்ளார்.
• நவம்பர் ஒன்பதாம் தேதி சந்திர சூட் பதவி ஏற்பார் என்று தெரிவித்தார்.
• உச்ச நீதிமன்றத்தின் தற்போதைய தலைமை நீதிபதி எட்டாம் தேதி ஓய்வு பெற உள்ளார்.
• அவர் தலைமை நீதிபதியாக 74 நாட்கள் மட்டுமே பதவி வகிக்க உள்ள நிலையில் டி.ஒய்.சந்திர சூட் தலைமை நீதிபதியாக இரண்டு ஆண்டுகள் பதவி வகிப்பார்.
• 2024 ஆம் ஆண்டு நவம்பர் 10ஆம் தேதி சந்திர சூட் ஓய்வு பெறுவார்.

7. விவசாயிகள் வள மையம் திறப்பு

• மத்திய அரசின் ‘ஒரே நாடு, ஒரே உரம்‘ என்ற திட்டத்தின் கீழ் அனைத்து மானிய உரங்களும் ‘பாரத்‘ என்ற ஒரே பெயரில் விற்பனை செய்யப்பட உள்ளது. அதனை பிரதமர் மோடி  அறிமுகப்படுத்தினார்.
• இனி நாடு முழுவதும் ‘பாரத்’ என்ற ஒரே பெயரில், ஒரே தரத்துடன் உரம் விற்பனை செய்யப்படும்.
• இது உர நிறுவனங்களுக்கு இடையிலான போட்டியை குறைக்கும். அத்துடன் நாடு முழுவதும் போதிய அளவில் உரங்கள் விநியோகம் செய்யப்படுவதை உறுதி செய்யும் என்றார்.
• விவசாயிகள் வள மையம் திறப்பு: 
• ‘பிரதமரின் விவசாயிகள் வள மையங்கள்‘ திறக்கப்பட்டன. மொத்தம் 600 மையங்களை பிரதமர் மோடி திறந்து வைத்தார்.
• பிரதமரின் விவசாயிகள் வள மையங்கள் பல்வேறு சேவைகளை விவசாயிகளுக்கு வழங்கும்.
• இந்த மையங்கள் விதைகள், உரங்கள் உள்ளிட்டவற்றை விநியோகிக்கும் மையமாக மட்டுமின்றி மண் வளம்,  விதைகள் மற்றும் உரங்களை பரிசோதிக்கும் மையமாகவும் இருக்கும். அத்துடன் அரசு திட்டங்கள் குறித்த தகவலையும் இந்த மையங்களில் பெறலாம்.
• மேலும் நாட்டில் உள்ள சுமார் 3.30 லட்சம் சில்லறை விற்பனை கடைகள் பிரதமரின் விவசாயிகள் வள மையங்களாக மாற்றப்படும்.
• விவசாயிகளுக்கு குறைந்த விலையில் உரங்கள் கிடைப்பதற்கு சர்வதேச சந்தையில் ஒரு கிலோ யூரியாவை ரூபாய் 75 முதல் ரூபாய் 80 க்கு வாங்கும் மத்திய அரசு, அதனை கிலோ ரூபாய் ஐந்து முதல் ரூபாய் ஆறு என்ற விலையில் விவசாயிகளுக்கு விற்பனை செய்கிறது.

1. Case against Transfer of Education to General List

1. Prime Minister’s Farmers Financial Assistance Scheme

• Fund of Rs.6000 per annum:
• The Prime Minister’s Farmers’ Funding Scheme, which provides financial assistance to eligible farmers, was launched in February 2019.
• Farmers are being given financial assistance of Rs 2000 once every four months and Rs 6000 annually.
• This money is paid directly into the concerned farmer’s bank account.
• In this situation, the 12th installment release program of the scheme was held at Prime Minister Farmers Honor Conference in Delhi.
• Release of Rs.16 thousand crores:
• Prime Minister Modi attended the event.
• He released the 12th tranche of financial assistance to more than 11 crore farmers.
• He released a total fund of 16 thousand crores.

2. ISRO’s first ever rocket weighing an elephant

• The Indian Space Research Organization (ISRO) is launching 36 broadband communication satellites into low Earth orbit owned by UK-based ‘Network Access Associates Limited’ (OneWeb).
• For that purpose, ‘Newspace India Limited’ (NSIL), the business unit of the space agency and CBSE, a central public sector enterprise under the Department of Space, have entered into an agreement with the UK company.
• For this, ISRO has designed the LVM 3 rocket which is the largest rocket weighing 6 tonnes which is an average weight of an Indian elephant for the first time in history.
• Its earlier name was GSLV Mark-3.
• LVM3 Rocket:
• For ISRO this is the first commercial launch using LVM3 rocket.
• The satellites will be launched from the second launch pad at the Satish Dhawan Space Research Center in Sriharikota, Andhra Pradesh at 12.07 midnight on October 23rd.
• LVM3 type rockets are used to launch accesories into geostationary orbit for minimum distance.
• At present satellites are mounted and launched on LVM3 rocket with three stages, cryogenic stage, liquid fueled core stage and two stage rocket with these solid motors.

3. Famous physician Mahalanobis passed away

• Famed as father of saline sugar solution.
• Doctor Dilip Mahalanobis, who played a key role in the discovery of Salt Sugar Solution popularly known as ORS, passed away in Kolkata due to ill health.
• When diarrhea increases due to diseases such as cholera, the body becomes excessively dehydrated due to which the patients are likely to die.
• This was also responsible for the high death toll during cholera outbreaks.
• Research to prevent it was done by Dilip Mahalanobis, a researcher with the Johns Hopkins Medical Research Institute.
• He discovered salt sugar solution. During the Bangladesh war in 1971, when many were suffering from cholera, he saved many lives by giving salt and sugar solution.
• Dilip Mahalanobis has won many awards for it.
• Time Cycle:
• 1959 – Graduated from Calcutta Medical College College.
• 1960s –Trained at Queen Elizabeth Hospital for Children, London.
• 1966 – Started research on salt sugar solution.
• 1971 – Bangladesh war experimented with giving salt sugar solution to patients.
• 2002 – Honored with ‘Bo Lin Award’ by Columbia Cornell University.
• 2006 – Received the ‘Prince Mahidol’ Award, the highest award of the Government of Thailand.
• Salt sugar solution is a medicine to prevent excess water loss in the body.
• The solution is prepared with sodium chloride, potassium chloride, sodium citrate salts. This solution is used when diarrhea occurs due to diseases like cholera and diarrhoea.
• This solution is also used to prevent excessive dehydration in the body during hot weather.
• Salt sugar solution in powder form and juice form is available in drugstores.
• People suffering from kidney problems, people suffering from diabetes, people suffering from heart diseases etc. should avoid salt sugar solution.

4. Two free gas per year for Ujjwala scheme beneficiaries cylinders

• The Gujarat state government has announced that two free gas cylinders will be given to the beneficiaries of the Ujjwala scheme of the central government in the state of Gujarat on the occasion of Diwali.

• President Draupadi Murmu has appointed TY Chandra Chute as the next Chief Justice of the Supreme Court based on the powers given by the Constitution.
• He said that Chandra Chute will assume office on November 9.
• The current Chief Justice of the Supreme Court is set to retire on the eighth.
• While he will serve as Chief Justice for only 74 days, TY Chandra Suit will serve as Chief Justice for two years.
• Chandra Chute will retire on November 10, 2024.

7. Opening of Farmers Resource Center

• Under the central government’s ‘One Country, One Fertilizer’ scheme, all subsidized fertilizers are to be sold under the single name ‘Bharat’. It was introduced by Prime Minister Modi.
• Henceforth, fertilizer will be sold under the same name ‘Bharat’ and with the same quality across the country.
• It will reduce competition between fertilizer companies. He also said that it will ensure adequate distribution of fertilizers across the country.
• Opening of Farmers Resource Center:
• ‘Prime Minister’s Farmer Resource Centres’ inaugurated. PM Modi inaugurated a total of 600 centers.
• Pradhan Mandir’s Farmer Resource Centers will provide various services to the farmers.
• These centers will not only be centers for distribution of seeds, fertilizers etc. but also centers for testing soil fertility, seeds and fertilizers. Also information about government schemes can be obtained from these centers.
• Also around 3.30 lakh retail shops in the country will be converted into Prime Minister’s Farmer Resource Centres.
• Central government buys urea at Rs 75 to Rs 80 per kg in the international market and sells it to the farmers at Rs 5 to Rs 6 per kg to provide low cost fertilizers to the farmers.
