மாநில செய்திகள்

1. கைவிடப்படும் குண்டர் சட்டம் 

• தமிழகத்தில் குண்டர் தடுப்புச் சட்டம் சுமையாக மாறி வருவதால் காவல்துறையினர் அதை பயன்படுத்துவதை குறைத்து குற்றவியல் நடைமுறை சட்டத்தை அதிகமாக பயன்படுத்த தொடங்கியுள்ளனர்.
• தமிழகத்தில் கடந்த நான்கரை ஆண்டுகளில் குண்டர் தடுப்பு சட்டத்தின் கீழ் 11,233 பேர் கைது செய்யப்பட்டுள்ளனர்.
• அதே வேளையில் குற்றவியல் நடைமுறை சட்டப்பிரிவுகள் 107, 109, 110 ஆகியவற்றின் கீழ் 1,27,924 பேர் மீது நடவடிக்கை எடுக்கப்பட்டுள்ளது.
• இதில் குற்றவியல் நடைமுறை சட்டப்பிரிவு 110–ன் கீழ் மட்டும் 76,578 பேர் மீது நடவடிக்கை எடுக்கப்பட்டுள்ளது.
• குண்டர் தடுப்புச் சட்டம்:
• 1923 பிரிட்டிஷ் ஆட்சி காலத்தில் மேற்கு வங்காளத்தில் குற்றம் செய்வதையே வழக்கமாகக் கொண்டவர்களுக்கு நீதிமன்றத்தில் அவர்களுக்கு அவர்களுடைய தரப்பை எடுத்துச் சொல்லும் வாய்ப்பை அளிக்காமல் ஓராண்டு ஜாமினில் வெளியே வர முடியாத வகையில் சிறையில் அடைக்கும் உரிமையை காவல்துறைக்கு குண்டர் தடுப்பு சட்டம் வழங்கியது.
• தமிழகத்தில் கடந்த 1982 ஆம் ஆண்டு கொண்டுவரப்பட்ட இந்த சட்டம் ‘தமிழ்நாடு கள்ளச்சாராயம் காய்ச்சுவோர், போதைப் பொருள் குற்றவாளிகள், குண்டர்கள், பாலியல் தொழில் குற்றவாளிகள், குடிசை பகுதி நிலங்களை பறிப்போர், மணல் திருட்டு குற்றவாளிகள் உள்ளிட்ட அபாயகர செயல்கள் தடுப்புச் சட்டம்‘ என்ற பெயரில் நடைமுறைக்கு வந்தது.
• இதன் பின்னர் பல்வேறு திருத்தங்கள் செய்யப்பட்ட இந்த சட்டம் 2014 ஆம் ஆண்டு முதல் முறையாக குற்றங்களில் ஈடுபடுபவர்களையும் கைது செய்ய முடியும் என்று திருத்தப்பட்டு கடும் விமர்சனத்திற்கு உள்ளானது.
• மீறினால் கைது:
• குற்றவியல் நடைமுறை சட்டப்பிரிவு 107 இன் படி ஒருவர் பொது அமைதிக்கு ஊறு விளைவிப்பவர் என்று கருதும் சூழலில் அவர் அவ்வாறு செய்திருக்க உரிய ஜாமினையோ அல்லது உத்தரவாதத்தையோ கோரும் அதிகாரம் நிர்வாக நடுவருக்கு வழங்கப்பட்டுள்ளது.
• அதேபோல 109 படி ஒரு நபர் எதிர்காலத்தில் ஒரு பெரும் குற்றத்தை புரிவார் (காக்னிஸைபில் அஃபனஸ்) என்று நிர்வாக நடுவர் கருதும் போது ஓராண்டுக்கு அதுபோன்ற நடவடிக்கையில் ஈடுபடமாட்டேன் என ஜாமின் பத்திரம் எழுதி வாங்கப்படுகிறது.
• பிரிவு 110 ன் படி தொடர் குற்றம் புரிபவர்கள், திருடுபவர்கள், திருட்டுப் பொருள்களை வாங்கி விற்பவர்கள், பெண்களுக்கு எதிரான குற்றம் புரிபவர்கள், பொது அமைதிக்கு பங்கம் விளைவிப்பவர்கள், உணவு கலப்படம் செய்பவர்கள், அந்நிய செலாவணி மோசடியில் ஈடுபடுபவர்கள் ஆகியோரிடம் நிர்வாக நடுவர் மூலம் ஜாமீன் பத்திரம் பெறப்படுகிறது. 
• ஆனால் 110 பிரிவின்படி ஒருவரிடம் மூன்று ஆண்டுகளுக்கு ஜாமீன் பத்திரம் பெற முடியும் என்பது குறிப்பிடத்தக்கது.

2. அருட்பிரகாச வள்ளலாரின் முப்பெரும் விழா

• வள்ளலார் பிறந்து 200 ஆண்டுகள் ஆனதையும், அவர் தொடங்கிய தர்மசாலைக்கு 156 ஆண்டுகள், அவர் ஏற்றிய தீபத்துக்கு 152 ஆண்டுகள் நிறைவடைந்ததையும் கொண்டாடும் வகையில் முப்பெரும் விழா நடத்தப்படுகிறது. 
• வள்ளலருக்கு முப்பெரும் விழாவை நடத்த குழு அமைக்கப்பட்டுள்ளது.
• 52 வாரங்களுக்கு முப்பெரும் விழா பல்வேறு நகரங்களில் நடைபெற உள்ளது. ஓராண்டுக்கு தொடர் அன்னதானம் உள்ளிட்ட நிகழ்ச்சிகளுக்காக ₹3.25 கோடி ஒதுக்கப்பட்டுள்ளது.
• வடலூரில் ரூபாய் 100 கோடியில் வள்ளலார் சர்வதேச மையத்துக்கான கட்டுமான பணிகள் விரைவில் தொடங்கும் என்று முதல்வர் மு.க.ஸ்டாலின் அறிவித்தார்.

மத்திய செய்திகள்

1. துபாயில் பிரம்மாண்ட கோயில் திறப்பு

• ஐக்கிய அரபு அமீரகத்தில் (யுஏஇ) துபாய் நகரில் பிரம்மாண்டமான இந்து கோயில் திறக்கப்பட்டது.
• கோயில் அமைந்துள்ள பகுதிக்கு வழிபாட்டு நகரம் என பெயரிடப்பட்டுள்ளது.
• துபாயில் ஜெபல் அலி பகுதியில் அமைந்திருக்கும் குரு நானக் தர்பார் என்ற சீக்கிய குருத்வாராவுக்கு அருகே இந்த கோவில் கட்டப்பட்டுள்ளது.
• இந்த கோயிலை துபை அமைச்சர் ஷேக் நயான் பின் முபாரக் அல் நயான் திறந்து வைத்தார்.

2. புதிய ‘பாரத் சீரிஸ்‘ வாகனப்பதிவு நடைமுறை

• நாடு முழுவதும் எந்தவித தடையும் இன்றி சொந்த வாகனத்தில் பயணம் செய்ய வசதியாக அறிமுகம் செய்யப்பட்ட புதிய ‘பாரத் சீரிஸ்‘ வாகன பதிவு நடைமுறை 24 மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களில் நடைமுறைப்படுத்தப்பட்டிருப்பது தெரியவந்துள்ளது.
• ஒருவர் தனது சொந்த வாகனத்தில் ஒரு மாநிலத்தில் இருந்து வேறு மாநிலத்துக்கு அல்லது யூனியன் பிரதேசத்துக்கு குடிப்பெயரும் போது அந்த வாகனத்தை மறுப்பதிவு செய்ய வேண்டும்.
• இதனால் பல்வேறு சிக்கல்களை வாகன ஓட்டிகள் சந்தித்து வந்தனர்.
• வாகன உரிமையாளர்களுக்கு ஏற்படும் இந்த சிரமத்தை போக்கும் வகையில் புதிய வாகன பதிவு நடைமுறை தொடர்பான அறிவிக்கையை மத்திய அரசு கடந்த ஆண்டு ஆகஸ்ட் மாதம் வெளியிட்டது.
• வாகன வேகம் அதிகரிப்பு:
• மேலும், தேசிய விரைவு சாலைகளில் வாகனங்களில் இயக்க வேகத்தை மணிக்கு 140 கிலோ மீட்டர் என்ற அளவுக்கு உயர்த்த மத்திய சாலை போக்குவரத்து மற்றும் நெடுஞ்சாலை துறை அமைச்சகம் திட்டமிட்டிருப்பதாக அந்த துறையின் அமைச்சர் நிதின் கட்கரி அண்மையில் கூறியிருந்தார்.
• மேலும் நான்கு வழி தேசிய சாலைகளில் வாகன இயக்க வேகம் குறைந்தபட்சம் மணிக்கு 100 கிலோமீட்டர் என்று அளவிலும் இரண்டு வழி தேசிய நெடுஞ்சாலைகளில் வாகனங்களின் வேகம் மணிக்கு 80 கிலோமீட்டர் முதல் 75 கிலோமீட்டர் வரை இருக்க வேண்டும் என்றும் அவர் கூறியிருந்தார்.

3. வேதியியல் மூவருக்கு நோபல்

• மருந்துகளை தயாரிக்க உதவியாக மூலக்கூறுகளை ஒன்றிணைக்கும் வழியை உருவாக்கியதற்காக கரோலின் ஆர்.பெர்டோஸி, மோர்டென் மெல்டன் மற்றும் பாரி ஷார்ப்லெஸ் ஆகிய மூவருக்கு வேதியலுக்கான நோபல் பரிசு பகிர்ந்து அளிக்கப்பட்டுள்ளது.
• புற்று நோய்க்கான மருந்தை உருவாக்கவும் டிஎன்ஏ வரைபடமாக்கல் மற்றும் ஒரு குறிப்பிட்ட நோக்கத்துக்கான மிகவும் பொருத்தமான பொருள்களை உருவாக்குவதற்கும் பயன்படும் ‘க்ளிக் கெமிஸ்ட்ரி‘ மற்றும் உயிரி ஆர்த்தோகனல் எதிர்வினைகள் தொடர்பான ஆராய்ச்சியில் ஈடுபட்டதற்காக இந்த நோபல் பரிசு அவர்களுக்கு பகிர்ந்து அளிக்கப்பட்டுள்ளது.

• தெலுங்கானாவில் ஆளும் தெலுங்கானா ராஷ்ட்ர சமிதி கட்சியின் (டிஆர்எஸ்) செயல்பாடுகளை தேசிய அளவில் விரிவுபடுத்தும் வகையில் ‘பாரத் ராஷ்ட்ர சமிதி (பிஆர்எஸ்)‘ என பெயரை மாற்றம் செய்து அக்கட்சியின் தலைவரும் தெலுங்கானா மாநில முதல்வருமான சந்திரசேகர் ராவ் அறிவித்தார்.

• குவாண்டம் தகவல் அறிவியல் தொடர்பான ஆராய்ச்சியை மேற்கொண்ட பிரான்ஸை சேர்ந்த அலைன் ஆஸ்பெக்ட், அமெரிக்காவை சேர்ந்த ஜான் கிளாசெர், ஆஸ்திரியாவை சேர்ந்த ஆன்டன் சீலிங்கெர் ஆகிய மூவருக்கு இயற்பியலுக்கான நோபல் பரிசு பகிர்ந்து அளிக்கப்படுவதாக அறிவிக்கப்பட்டது.

6. செவ்வாய் கிரகத்தில் தண்ணீர்

• 2018 ஆம் ஆண்டு மார்ஸ் எக்ஸ்பிரஸ் என்ற ஆர்பிட்டர் செவ்வாய் கிரகத்தின் தென்தருவத்தில் பனிக்கட்டியின் (மூடுபனி) மேற்பரப்பு தாழ்வதையும், உயர்வதையும் கண்டறிந்து அதன் அடியில் திரவ வடிவில் தண்ணீர் இருக்கலாம் என கூறியது.
• ஆனால் அதை அந்த காலகட்டத்தில் விஞ்ஞானிகள் நம்பவில்லை.
• அதே நேரத்தில் மார்ஸ் எக்ஸ்பிரஸ் ஆர்பிட்டர் கண்டுபிடித்த நேரத்தில் விண்கலம் அளவிட்ட விசித்திரமான ரேடார் சமிக்ஞையை அவர்கள் மூடுபனியின் கீழே உலர்ந்த பொருள் இருக்கலாம் என கருதினர்.

7. உலக சுகாதார நிறுவனத்தில் இந்திய வம்சாவளி விவேக் மூர்த்திக்கு பதவி

• டாக்டர் விவேக் மூர்த்தி தான் அமெரிக்காவின் சர்ஜன் ஜெனரல் (தலைமை அறுவை மருத்துவர் நிபுணர்) பதவியையும் வகிக்கிறார்.
• இந்த பதவியுடன் அவர் உலக சுகாதார நிறுவனத்தின் இயக்குனர் குழுவில் அமெரிக்க பிரதிநிதியாகவும் இருப்பார் என வாஷிங்டன் வெள்ளை மாளிகை அறிவித்துள்ளது.

8. இமாச்சலப் பிரதேச எய்ம்ஸ் ஆஸ்பத்திரியை பிரதமர் மோடி திறந்து   வைத்தார்

• கடந்த 2017 ஆம் ஆண்டு அக்டோபர் மாதம் இமாச்சலப் பிரதேச எய்ம்ஸ் ஆஸ்பத்திரிக்கு மோடி அடிக்கல் நாட்டினார்.
• ரூபாய் 1470 கோடி செலவில் முற்றிலும் பணி முடிவடைந்து செயல்பாட்டுக்கு வந்துள்ள எய்ம்ஸ் ஆஸ்பத்திரியை பிரதமர் திறந்து வைத்தார். 
• பிலாஸ்பூரில் ரூபாய் 140 கோடி செலவில் கட்டப்பட்ட அரசு ஹைட்ரோ இன்ஜினியரிங் கல்லூரியையும் பிரதமர் மோடி திறந்து வைத்தார்.
• அத்துடன் ரூபாய் 3,650 கோடி செலவிலான பல்வேறு திட்டங்களுக்கு அடிக்கல் நாட்டி வைத்தார்.

1. 2026 ஆம் ஆண்டு காமன்வெல்த் போட்டியில் துப்பாக்கி சுடுதல் சேர்ப்பு மல்யுத்தம் நீக்கம்

1. Abandoned Thug Act

• In Tamil Nadu, the Anti-Hooliganism Act is becoming burdensome and the police have started using the Criminal Procedure Code less and less.
• 11,233 people have been arrested under the Gangster Prevention Act in Tamil Nadu in the last four and a half years.

• Anti-Hooliganism Act:
• During British rule in West Bengal in 1923, the Anti-Hooliganism Act gave the police the right to imprison criminals without bail for one year without giving them an opportunity to present their case in court.
• In Tamil Nadu, this Act was brought into effect in the year 1982 under the name of ‘Tamil Nadu Counterfeit Liquor, Drug Offenders, Gangsters, Sex Offenders, Slum Land Grabbers, Sand Theft Offenders Prevention Act’.
• After this, this law, which was amended in various ways, was amended in 2014 for the first time to arrest those involved in crimes and came under heavy criticism.
• Arrest for Violation:
• Section 107 of the Code of Criminal Procedure empowers the Administrative Magistrate to require a person to furnish bail or surety where he is found to be disturbing the public peace.
• Similarly under Section 109, when the Administrative Magistrate considers that a person will commit a serious crime (cognizable offence) in the future, a surety bond is issued stating that he will not engage in such activity for one year.
• According to Section 110, bail bond is obtained through Administrative Arbitration from serial offenders, thieves, dealers in stolen goods, offenders against women, disturbers of public peace, adulterers of food, foreign exchange fraud.
• But it is to be noted that under Section 110 one can get a bail bond for three years.

2. The triple festival of Aruprakasa Vallalar

• The triple festival is held to celebrate 200 years of Vallalar’s birth, 156 years of the Dharamsala he started, and 152 years of the lamp lit by him.

2. New ‘Bharat Series’ Vehicle Registration Procedure

• Increase in vehicle speed:
• Also, Union Minister of Road Transport and Highways Nitin Gadkari had recently said that the Union Ministry of Road Transport and Highways is planning to increase the speed of vehicles on national expressways to 140 kmph.
• He also said that the speed of vehicles on four-lane national roads should be at least 100 kilometers per hour and on two-lane national highways, the speed of vehicles should be between 80 and 75 kilometers per hour.

3. Nobel for Chemistry Trio

• The Nobel Prize in Chemistry has been shared with Carolyn R. Berdozzi, Morten Melton and Barry Sharpless for developing a way to combine molecules to help make drugs.
