மாநில செய்திகள்

1. தமிழ்நாட்டின் நிதி பற்றாக்குறை குறைப்பு

• தமிழ்நாட்டின் நிதி பற்றாக்குறை 3.38 சதவீதமாக குறைக்கப்பட்டுள்ளது.
• இதனால் ஆண்டுக்கு ரூபாய் 1,240 கோடி வட்டி கட்டுவது குறையும் என்று சட்டசபையில் நிதியமைச்சர் பழனிவேல் தியாகராஜன் கூறினார்.
• 2022-2023 ஆம் நிதி ஆண்டின் கூடுதல் செலவினங்களுக்காக ₹3,796 கோடிக்கு துணை பட்ஜெட் தாக்கல் செய்யப்பட்டது.

2. தமிழக அரசுக்கு வருவாய் இழப்பு

• தமிழக சட்டசபையில் இந்திய கணக்காய்வு மற்றும் தணிக்கை துறை தலைவரின் நான்கு அறிக்கைகள் சமர்ப்பிக்கப்பட்டன.
• அந்த தணிக்கை அறிக்கைகள் 2021 ஆம் ஆண்டு மார்ச் மாதம் வரையுள்ளவை ஆகும்.
• சரக்கு மற்றும் சேவை வரி, வணிகவரி, முத்திரை தீர்வை, பதிவு கட்டணம், நில வருவாய் ஆகியவற்றில் 1,403 இனங்களில் குறைவான வரி மதிப்பீடுகள் செய்யப்பட்டு குறைவாக வரி விதிக்கப்பட்டு ரூபாய் 236 கோடி அளவிற்கு வருவாய் இழப்பு ஏற்பட்டு உள்ளது.
• விருதுநகர் வட்டத்தில் 2020 ஆம் ஆண்டு பிப்ரவரியில் 14 முகவர்கள் மதிப்பு கூட்டு வரி சட்டத்தின்படி கொள்முதல் வரி கட்டாமல் ரூபாய் 235.14 கோடி மதிப்புள்ள பருப்பு வகைகளை கொள்முதல் செய்துள்ளனர்.
• அதில் ரூபாய் 176.83 கோடி மதிப்புள்ள சரக்குகளை வேறு மாநிலங்களில் இருப்பு வைத்தனர். அந்த வகையில் ரூபாய் 5.48 கோடி வரி வராமல் போனது.
• கணிசமான குறைவு:
• முந்தைய ஆண்டுடன் ஒப்பிடும்போது 2020-21 ஆம் ஆண்டில் வருவாய் வரவில் 0.26 சதவீதம் என்ற மிகக் குறைந்த உயர்வு தான் காணப்பட்டது.
• வரியில்லாத வருவாயில் கணிசமான குறைவு இருந்தது.
• திருமண உதவி, மகப்பேறு உதவி, இலவச மடிக்கணினி, சீருடை வழங்குதல் போன்ற மறைமுக மானியங்கள் முந்தைய ஆண்டை விட ₹6.746 கோடி உயர்ந்தது.

3. கோ-சாலை பெயர் பசு மட காப்பகமாக மாற்றம்

• பசுக்களை பராமரிக்கும் கோ-சாலையின் பெயர் பசு மட காப்பகமாக மாற்றப்பட்டுள்ளது என இந்து சமய அறநிலையத்துறை அமைச்சர் பி.கே.சேகர்பாபு தெரிவித்தார்.

மத்திய செய்திகள்

1. குஜராத்தில் புதிய விமானப்படை தளம்

• இந்தியா-பாகிஸ்தான் எல்லை அருகே, வடக்கு குஜராத்தில் உள்ள தீசாவில் புதிய விமானப்படை தளத்துக்கு பிரதமர் நரேந்திர மோடி அடிக்கல் நாட்டினார்.
• காந்தி நகரில் உள்ள மகாத்மா காந்தி கண்காட்சி மையத்தில், ராணுவ கண்காட்சியை வைத்தார்.

2. உள்நாட்டு விமான பயணிகள் எண்ணிக்கை

• இந்தியாவின் உள்நாட்டு விமான பயணிகளின் எண்ணிக்கை கடந்த செப்டம்பர் மாதத்தில் 1.03 கோடியாக உயர்ந்துள்ளது.
• இது குறித்து பொது விமான போக்குவரத்து பாதுகாப்பு ஒழுங்காற்று இயக்குநரகம் (டிஜிசிஏ) வெளியிட்ட புள்ளி விவரங்கள் தெரிவிப்பதாவது:
• 2021 ஆம் ஆண்டின் செப்டம்பர் மாதத்தோடு ஒப்பிடுகையில் இந்த ஆண்டு செப்டம்பரில் உள்நாட்டு விமான பயணிகளின் எண்ணிக்கை 64.61% அதிகரித்து 1.03 கோடியாக உள்ளது.
• ஆகாசா ஏர் நிறுவனம் இந்த ஆண்டு ஆகஸ்ட் 7 முதல் உள்நாட்டு வழித்தடங்களில் தனது விமான சேவைகளை தொடங்கியது.
• விமான கொள்ளளவு பயன்பாட்டின் சராசரி விகிதத்தை (பிஎல்எஃப்) பொறுத்தவரை கடந்த ஆகஸ்ட் மாதம் 72.5% ஆக இருந்த அது, கடந்த செப்டம்பரில் 77.5% ஆக அதிகரித்துள்ளது.
• விமான போக்குவரத்து சந்தைப் பங்கைப் பொறுத்த வரை முன்னணி நிறுவனமான indigo மொத்த உள்நாட்டு சந்தையில் 57 சதவீதம் பங்கு வகிக்கிறது.
• அந்த நிறுவனம் மட்டும் உள்நாட்டு வழித்தடங்களில் கடந்த மாதம் 59.72 லட்சம் பயணிகளை ஏற்றிச் சென்றனர்.
• அதற்கு அடுத்தபடியாக, விஸ்டாரா நிறுவனம் உள்நாட்டு விமானப் போக்குவரத்து சந்தையில் 9.6 சதவீதம் பங்கு வகிக்கிறது.
• அந்த நிறுவனம் கடந்த மாதத்தில் 9.96 லட்சம் பயணிகளுக்கு போக்குவரத்து சேவையளித்தது என்று புள்ளி விவரங்கள் தெரிவிக்கின்றன.

3. 101 பாதுகாப்பு சாதனங்கள் கொள்முதலுக்கு தடை

• கடந்த சில ஆண்டுகளில் இந்தியாவின் பாதுகாப்பு தளவாடங்கள் ஏற்றுமதி எட்டு மடங்கு அதிகரித்துள்ளது.
• கடந்த 2021-22 ஆம் ஆண்டில் ரூபாய் 13000 கோடி மதிப்பிலான பாதுகாப்பு தளவாடங்களை இந்தியா ஏற்றுமதி செய்தது.
• இதனை வரும் காலங்களில் ரூபாய் 40,000 கோடியாக அதிகரிக்க இலக்கு நிர்ணயிக்கப்பட்டுள்ளது.
  வெளிநாடுகளில் இருந்து கொள்முதல் செய்ய தடை விதிக்கப்பட்டுள்ள 101 பாதுகாப்பு சாதனங்களின் பட்டியலை பாதுகாப்பு அமைச்சகம் வெளியிட்டது.
• ஏற்கனவே இதுபோல மூன்று பட்டியல்கள் வெளியிடப்பட்டுள்ளன.
• தற்போது வெளியிடப்பட்டுள்ள நான்காவது பட்டியலின் மூலம் மொத்தம் 411 பாதுகாப்பு சாதனங்களை உள்நாட்டில் மட்டுமே வாங்க வழிவகை செய்யப்பட்டுள்ளது.
• பாதுகாப்புத்துறையில் தற்சார்பு அடையும் நோக்கில் இந்த நடவடிக்கை மேற்கொள்ளப்பட்டுள்ளது.
• புதிய விமானப்படை தளம்: இந்த நிகழ்ச்சியின் போது இந்தியா-பாகிஸ்தான் எல்லையை ஒட்டி குஜராத்தின் பனாஸ்காந்தா மாவட்டம் டீசா பகுதியில் புதிய விமானப்படை தளத்துக்கு பிரதமர் நரேந்திர மோடி அடிக்கல் நாட்டினார்.

4. காங்கிரஸ் புதிய தலைவர் 

• காங்கிரஸ் தலைவர் பதவிக்கான தேர்தலில் மூத்த தலைவர் மல்லிகார்ஜுன கார்கே 7,897 வாக்குகள் பெற்று வெற்றி பெற்றார்.
• அவரை எதிர்த்து போட்டியிட்ட மற்றொரு மூத்த தலைவர் சசிதரூருக்கு 1,072 வாக்குகளே கிடைத்தன.
• இதையடுத்து காங்கிரஸின் புதிய தலைவராக மல்லிகார்ஜுன கார்கே தேர்வாகி இருப்பதாக கட்சியின் மத்திய தேர்தல் குழு தலைவர் மதுசூதன் மிஸ்த்ரி அதிகாரப்பூர்வமாக அறிவித்தார்.
• பதிவான வாக்குகளில் கார்கே பெற்ற வாக்கு விகிதம் சுமார் 84 சதவீதம் ஆகும்.
• காங்கிரஸின் 137 ஆண்டு கால வரலாற்றில் தலைவர் பதவிக்கு நடைபெற்ற ஆறாவது தேர்தல் இதுவாகும்.
• கடைசியாக கடந்த 2000-ல் நடைபெற்ற தேர்தலில் ஜிதேந்திர பிரசா பிரசாதாவை தோற்கடித்து சோனியா காந்தி வெற்றி பெற்றார்.
• கடந்த 24 ஆண்டுகளுக்குப் பிறகு கட்சியின் தலைவர் பதவியில் அமரும் சோனியா காந்தி குடும்பத்தை சாராத நபர் கார்கே ஆவார்.
• இதற்கு முன் சோனியா காந்தி குடும்பத்தை சாராத தலைவராக சீதாராம் கேசரி 1998ல் பதவி வகித்தார்.

1. Reduction of Fiscal Deficit of Tamil Nadu

• Fiscal deficit of Tamil Nadu has been reduced to 3.38 percent.
• Finance Minister Palanivel Thiagarajan said in the Assembly that this will reduce the annual interest payment of Rs 1,240 crore.
• A supplementary budget of ₹3,796 crore was presented for additional expenditure for the financial year 2022-2023.

2. Loss of revenue to Tamil Nadu Govt

• Four reports of the Head of Indian Audit and Audit Department were presented in the Tamil Nadu Assembly.
• The audit reports are up to March 2021.
• In goods and services tax, business tax, stamp duty, registration fee, land revenue, under-assessments of 1,403 species have been under-taxed resulting in revenue loss of Rs 236 crore.
• In Virudhunagar circle in February 2020, 14 agents procured pulses worth Rs 235.14 crore without paying purchase tax as per Value Added Tax Act.
• Out of which goods worth Rs 176.83 crore were stored in other states. In that way, Rs 5.48 crores of tax went uncollected.
• Substantial decrease:
• Compared to the previous year, the year 2020-21 saw a very low increase in revenue of 0.26 percent.
• There was a substantial decrease in tax free income.
• Indirect grants like marriage assistance, maternity assistance, free laptop, provision of uniforms increased by ₹6.746 crore over the previous year.

3. Change of Ko-Salai name to Pasu mada Kaapagam

• Hindu religious endowment minister PK Shekharbabu said that the name of the   Ko-salai where cows are kept has been changed to Pasu Mada Salai.

1. New Air Force base in Gujarat

• Prime Minister Narendra Modi laid the foundation stone for a new air force base at Deesa in north Gujarat, near the India-Pakistan border.
• Organized Army Exhibition at Mahatma Gandhi Exhibition Center in Gandhi Nagar.

2. Number of Domestic Air Passengers

• The number of domestic air passengers in India rose to 1.03 crore in September last year.
• According to the statistics released by the Directorate General of Civil Aviation (DGCA):
• The number of domestic air passengers increased by 64.61% to 1.03 crore in September this year compared to September 2021.
• Agasa Air started its flight services on domestic routes from August 7 this year.
• In terms of Average Flight Capacity Utilization Ratio (BLF), it increased to 77.5% in September last from 72.5% last August.
• As far as air transport market share is concerned the leading company indigo has a share of 57 percent of the total domestic market.
• The company alone carried 59.72 lakh passengers last month on domestic routes.
• Next to it, Vistara has a share of 9.6 percent in the domestic aviation market.
• Statistics show that the company provided transport services to 9.96 lakh passengers last month.

3. 101 Prohibition on purchase of security devices

• India’s defense logistics exports have increased eight times in the last few years.
• Last year 2021-22 India exported defense equipment worth Rs 13000 crore.
• The target has been set to increase this to Rs 40,000 crore in the coming years.
• The Ministry of Defense has published a list of 101 defense equipment that has been banned from foreign procurement.
• Already three such lists have been published.
• A total of 411 security devices have been allowed to be procured domestically through the fourth list which has now been published.
• This step has been taken to achieve self-reliance in the defense sector.
• New Air Force Base:

4. Congress new leader

• Veteran leader Mallikarjuna Kharge won the election for the post of Congress president by securing 7,897 votes.
• Another senior leader Sasitharur who contested against him got only 1,072 votes.
• Subsequently, the party’s central election committee chairman Madhusudhan Mistry officially announced that Mallikarjuna Kharge has been elected as the new president of the Congress.
• Gharke’s vote share is about 84 percent of the votes cast.
• This is the sixth election to the post of President in the 137-year history of the Congress.
• Sonia Gandhi won the last election in 2000 by defeating Jitendra Prasa Prasada.
• Kharge is the first person outside Sonia Gandhi’s family to take over as party president after 24 years.
• Prior to this, Sitaram Kesari held the post as the non-family president of Sonia Gandhi in 1998.
